OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation within the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the PAHO/WHO Representative and the general guidance of the Director, Planning, Budget and Evaluation (PBE) and the Director, External Relations, Resource Mobilization and Partnerships (ERP), the incumbent will be responsible for, but not necessarily limited to, the following duties and responsibilities:

  1. Provide technical support and advice to the Representative and Country Office team on strategic and operational planning, program management, budgeting, resource coordination and mobilization; provide support to enable the implementation of the Programa a Favor del Sector Sanitario Público (PROSEPU), and other projects, in accordance with the Organization’s mandates, priorities and results-based management framework;
  2. Contribute to the development of national strategies and policies through technical and policy advice and recommendations on plans of action for strengthening health systems and improvements in the planning and management of existing public health systems;
  3. Develop and monitor work plans and budgets including resource mobilization for the work program and follow up on the implementation of planned activities;
  4. Review data and provide analyses, capacity building and management, within the implementation and dissemination of PROSEPU and other public health systems projects;
  5. Support the inclusion of sustainability, health equity, social justice, gender, and elimination of exclusion angle to the work and projects of the PWR;
  6. Collaborate and support resource mobilization efforts for new projects and work programs;
  7. Represent PAHO/WHO at meetings, as directed;
  8. Collaborate in the process of the PAHO/WHO South-South Cooperation and support the monitoring of the regional integration processes, with emphasis on MERCOSUR and CELAC;
  9. Collaborate in the elaboration, analysis, and monitoring of projects for resource mobilization; provide technical support and guidance to for the development, management, monitoring and reporting of project proposals and the approved BWP, including the monitoring and management control of the Technical Cooperation Agreements;
  10. Support the Country Office’s BWP review process to verify compliance of the BWP with the business rules of the Operational Planning Manual, prior to its submission to Executive Management (EXM) for review/approval;
  11. Prepare grant proposals, monitor program expenditure, prepare reports, monitor and track the use of funds, ensure reporting is according to Agreements;
  12. Maintain effective communication with counterparts and support partnerships with all stakeholders ensuring results are achieved as planned;
  13. Provide support to Risk Management (e.g., risk management analysis of BWP Programs and implementation of mitigation response plans);
  14. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science related to the functions of the post from a recognized university.

Desirable: Training in primary health care would be an asset.

Essential: Five years of national progressively responsible experience including the areas of policy and health planning, project management, monitoring and evaluation, including experience in strategy formulation, strategic resource allocation and budget management.

Desirable: Experience in technical project management, in health project management requiring coordination among different institutions, national and international, including government authorities and UN Agencies, would be an asset.
