OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Family, Health Promotion and Life Course (FPL) of the Pan American Health Organization promotes, coordinates, and implements technical cooperation at the regional, sub-regional, and country levels, emphasizing the central role of the family and community to foster a culture of health promotion and protection in which health is a social value and a human right. FPL focuses on the development and implementation of programs for women and men’s health; sexual and reproductive health; maternal and neonatal health; the integrated health and development of children and adolescents; the health of aging populations; food and nutrition; comprehensive family immunization and leads innovative, inter-sectoral and strategic efforts to address the social determinants of health.

DESCRIPTION OF DUTIES

Under the direct supervision of the Director, Health Promotion and Life Course (FPL), and the general guidance of the Directors, Planning, Budget & Evaluation (PBE)and External Relations, Resource Mobilization and Partnerships (ERP), the incumbent is responsible for the following duties and responsibilities:

  1. Provide technical support to Department Director and technical advisors in the formulation, implementation, monitoring and assessment of public health policies, strategies, plans and programs to respond to the programmatic priorities of the Organization;
  2. Engage in corporate efforts for strategic and operational planning, budgeting and resource coordination to enable the implementation of the Department’s technical cooperation programs, consistent with the Organization’s mandates, priorities and results-based management framework;
  3. Provide technical support in the overall program management functions, including management of guidance and tools to develop the biennial work plan (BWP);
  4. Support the Department Director, Unit Chiefs, and Department personnel in the design, negotiation and implementation of technical cooperation projects, including resource coordination, performance monitoring and assessment, and use of evaluation tools to support the sound management of funds; provide strategic support and inputs to develop new program initiatives to support the program of work;
  5. Ensure that projects managed by the Department are executed according to action plans and within established deadlines; ensure timely submission of financial and progress reports in accordance with donor agreements; support the programmatic impact and ensure a high level of quality, accuracy of methods used to verify progress and the results;
  6. Review technical project proposals and agreements ensuring that these are aligned with the Organization’s program of work and priorities;
  7. Provide strategic support to develop and strengthen partnerships to synchronize and harmonize development initiatives with governments, development partners, private sector and civil society organizations;
  8. Maintain effective partnerships with all project stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned;
  9. Coordinate the implementation of the entity’s Biennial Work Plan (BWP); ensure that the responsible advisors provide required planning data and information to adequately assess and report on implementation of projects’ expected results, products/services, etc.;
  10. Support the Department Director in leading the coordination of the performance monitoring and assessment of the Entity’s BWP, including the preparation of reports; advising on setting realistic targets and milestones and ensuring up-to-date information to monitor progress on BWP implementation;
  11. Support the preparation of various written outputs, e.g., draft background papers, analysis, sections of reports and studies and other inputs to technical publications. Provide assistance for the preparation of technical documents for Governing Bodies meetings;
  12. Support the Department Director in the analysis of the staffing needs of the Department and Units, particularly with respect to the human resources needed to execute the program of work; collaborate in the preparation and periodic review of the Human Resources (HR) Plan;
  13. Participate actively in the Program Management and Partnership Specialist Network (PMN) led by PBE; and in the Resources Mobilization Network (RMN) led by ERP;
  14. Collaborate in the completion of risk management analysis of BWP, and implementation of approved mitigation response plans;
  15. Work in close coordination and interaction with the Department’s Administrative Team;
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in one of the health or social sciences from a recognized university.

Desirable: A master’s degree in public health, policy and planning, project management, health administration, public administration, management or related field would be an asset.

Very good knowledge of Spanish or English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of other software programs such as Visio and Project will be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

$US 62,692.00 post adjustment

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
