OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the PAHO/WHO Representative, and the general guidance of the Director, Planning, Budget and Evaluation (PBE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical advice and support to the Representation on planning, program management, budgeting, resource coordination and mobilization, and other managerial aspects to improve the delivery of technical cooperation in the context of the mandate of PAHO/WHO’s Governing Bodies, the Organization’s Strategic Plan and the objectives established in the Country Cooperation Strategy (CCS);
  2. Collaborate and support the PAHO/WHO Representative (PWR) in the operational planning, implementation and assessment of the Country Office’s Biennial Work Plan (BWP), using the results-based management framework and ensuring that it is aligned with the Organization’s Strategic Plan and the Country Cooperation Strategy (CCS); lead the Country Office’s BWP preparation and review process, as well as the periodic Program Monitoring Assessment (PMA) process;
  3. Coordinate the development, publication, communication, and use of analyses, projections, monitoring briefs and reports of public health initiatives and policies at country level;
  4. Ensure the timely monitoring, reporting and evaluation of results and accomplishments; coordinate the preparation of reports to the Governing Bodies, other oversight committees and partners and donors as required;
  5. Lead and collaborate in the preparation, negotiation, implementation and monitoring of extra budgetary projects and resource coordination and mobilization;
  6. Maintain an updated stakeholder mapping, including an analysis of stakeholder areas of influence and interest;
  7. Build and foster effective partnerships with external public health partners and stakeholders at the country level to enable strategic public health programs, exchange technical information and resolve program/project implementation issues to ensure maximum synergy and results;
  8. Participate in the United Nations Country Team (UNCT) managerial groups, particularly regarding the elaboration, implementation and monitoring of the United Nations Sustainable Development Cooperation Framework (UNSDCF);
  9. Drive the process of developing, updating and evaluating the Country Cooperation Strategy (CCS) for Haiti;
  10. Implement the results-based management framework and develop the managerial tools to ensure the achievement of expected results by the Country Office;
  11. Collaborate and support the planning, implementing, monitoring and evaluation of country cooperation projects;
  12. Participate in the formulation of policies, guidelines and operating procedures for efficient and effective delivery of program management services; provide substantive inputs on administrative and procedural issues related to program/project formulation, implementation, monitoring and reporting;
  13. Participate actively in the Program Management and Network (PMN) led by PBE; and in the Resources Mobilization Network (RMN) led by ERP; participate in the elaboration and implementation of inter-programmatic and inter-sectoral activities in the context of the PMN and the RMN;
  14. Participate in managerial and supervisory activities in the Country Office, as requested;
  15. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health or social science and a master’s degree in public health, health administration, business, economics, management or in any other field related to the functions of the post from a recognized university.

Experience****:

Essential: Nine years of combined national and international experience in the areas of health planning, project management, monitoring and evaluation, including experience in, resource mobilization, strategy formulation and strategic resource allocation. Experience should also include negotiating and coordinating actions involving several institutions or partners.

Desirable: Experience in technical project management in the social field, preferably health project management requiring coordination among different institutions, national and international, including government authorities, would be an asset.

Languages:

Very good knowledge of French with a working knowledge of Spanish or English. Knowledge of Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $75,602.00 post adjustment

Post Adjustment****: 71.4% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
