Key Responsibilities:

PURPOSE OF THE POSITION:

The Program Impact and Effectivness Manager (PIEM) will lead the program quality system for WVPNG to provide efficiency and effectivness of grant projects, demonstrating a credible account of change and impact. Key stakeholders include WVPNG internal staff as well as WV support offices, donors, community partners, WV partnership, Government of PNG and other implementing partners.

The PIEM will provide strategic capacity building and support to the WVPNG PQ staff team in executing program quality in the Design, Monitoring, Evaluation (baseline, midterm and endline), Accountability and Learning functions that support in implementing programs. The PIEM will lead on regular Learning and Reflection (L&R), Operations Monthly Management reports, Annual reports, WVPNG strategy measurement and performance, research initiatives and sectoral & portfolio impact, informed by the WVI Our Impact Our Story processes.

The PIEM will ensure that WVPNG Program Quality system is consistent with the WV Programme Quality Framework across the folllowing dimensions and standards:

  • Design, Monitoring, Evaluation, Accountability and Learning (DMEAL)
  • Technical Interventions and WV Distinctives
  • Program Management and Adaptation
  • Program Quality and Effectiveness

The PIEM will ensure a Program Quality System for each grant project that include:

  • Designs for robust appropriate and standardized (as per donor and/or ‘WV Our Impact Our Story’) outcome, outputs and indicators, as per Logical Framework approach
  • A monitoring and evaluation framework
  • A standardized Data collection and tracking process that can be used across the Project Cycle; baseline, regular monitoring, midterm and final evaluations
  • Analysis of data collected measuring progress towards agreed goals outcomes, outputs as per the Indicator Tracking Tables
  • Timely reporting that shows findings, analysis against agreed plans, and recommendations for improvements.
  • Reach and Impact as per the Operations monthly management reports
  • End of project reporting that demonstrates credible account of change
  • Sectoral and Portfolio reporting demonstrating credible account of change

MAJOR RESPONSIBILITIES:

Strategy Planning, Alignment, Realization and Leadership:

  • Ensure appropriate staffing and structure at the National Office and projects to perform required functions and tasks
  • Provides program quality system strategic leadership to ensure that WVPNG meets quality performance based on agreed common standards (Design, Monitoring and Evaluation, Program Effectiveness and Accountability standards, OIOS implementation)
  • Provide the WVPNG Senior Management Team (SMT) with relevant, systematic and timely evidence of DME achievements, challenges and gaps in projects to facilitate timely and evidence-based decision-making.
  • Support the National Director and Programs Operations Director in strategy engagement, alignment, execution, optimization & realization in the Field Office to provide a credible account of change from program portfolio.
  • Coordinate national office Impact and portfolio achievement consolidation and reporting
  • Coordinate standardised strategy measurement and reporting of all projects.
  • Track implementation of all relevant Regional Strategy realisation meeting recommendations with different stakeholders.
  • Provides technical support to ensure that the Program Quality team and Operations Team implement quality assurance to ensure credible impact.

Programme Effectiveness and Program Quality

  • Lead the review of current PQ systems and processes to identify gaps and solutions
  • Redesign and strengthen the current tracking system and process for Portfolios and projects
  • Review, establish and operationalise community accountability framework and mechanism
  • Ensure project MEAL framework and plan development align with donor requirements and include OIOS indicators where possible
  • Facilitate development, review and improvement of DME guidance, standards, processes and tools.
  • Ensure sex, gender and disability disaggregated data collected for projects to support quality goal and outcome measurements and reporting
  • Ensure that Most Vulnerable Children reporting is integrated and applied where appropriate in all projects
  • Work closely with ICT unit to apply innovative ways to knowledge management of DMEAL results database.
  • Lead baseline, midterm and evaluation events with assistance provided in formulating methodology, collecting and analysing data; recommendations given to the final evaluation and assessment reports.
  • Support Project Managers to conduct rountine Monitoring and Evaluation activities that will provide sufficient information in to the national database.
  • Ensure effective communications between the programme quality NO team with the field M&E teams to meet design, monitoring, evaluation and accountability technical and capacity requirements Remove barriers and ensure right resources space and priorities to deliver the organization’s MEAL standards and goals
  • Ensure the Program Quality team works cross-functionally with Operations and GAM to foster a culture of learning, innovation, evidence-based program designs, effective monitoring, and accountability to communities and donors.
  • Lead the organisation's annual impact report and CWB report, as well as recommendations and learning processes, to demonstrate WVPNG's contribution to CWB and child rights within the partnership.

Capacity Building

  • Build Program Quality and Program operations staff design, monitoring, evaluation, accountability, and learning capacity and ensure that they are aware of partnership-recommended strategy development methodologies and PQ best practices.
  • Provides technical and capacity-building support to Field Offices in areas related to program quality, accountability, L&R and WV DPA.
  • Coordinates with P & C for staff competency assessment and development of a tailored capacity-building plan on program quality
  • Develop resources and facilitate capacity building for local partners on MEAL to meet project reporting requirement
  • Support and facilitate local partner organisation capacity assessment and Capacity Building plan where required

Networking and Coordination of Regional and Support Office Initiatives

  • Consult with the Regional Program Quality Director to ensure appropriate representation and contribution from the program quality and accountability team in strategic partnership forums, working groups, and networks within WV and external networks.
  • Work closely with the SAP Programme Quality team on implementing partnership programme quality and accountability initiatives, knowledge sharing, and collaborative learning between the GC, SAP, and our NO.
  • Work closely with the Support Office to assist in the demonstration of grant impact as appropriate
  • Establish networks with Universities, NGOs, GOs and think tanks to ensure the highest standards of DME technical knowledge, understanding, learning and support processes are in place in WVPNG.
  • Support regional initiatives and mainstream them into the regular business process.
  • Coordinate collaboration amongst other regional entities for maximum impact.

Management & Leadership

  • Attend and participate in the monthly Operations Team and regular Senior Management team meetings.
  • Attend, participate or lead in morning devotions and chapel services.
  • Perform other duties as assigned.
  • Submits periodical/monthly accomplishment report
  • Build and maintain a positive spirit of working in a team with other staff in respective units and department
  • Provide line management for the program quality and accountability team, including performance management, coaching and capacity building

Team Leadership

  • Provides leadership (coach, mentor, and disciple), spiritual nurturing and staff care to direct report/s.
  • Ensures Performance Objectives and Reviews are managed effectively.
  • Provides opportunities and space for direct reports to achieve their learning and development objectives
  • Provides rewards and corrective mechanisms for the performance and conduct of the whole team.

Evidence, Knowledge Management & Learning

  • Ensure all DMEAL functions in different projects mainstream the use of the WVPNG Program Quality framework to ensure better practices are appropriately captured, shared and scaled up in an integrated and effective manner.
  • Ensure high-quality Operations Monthly Management Reports, Annual reports and Child well-being (CWB) reporting and other reporting obligations are undertaken in a timely manner.
  • Support the documentation and management of the knowledge to ensure easy accessibility and storage of the WVPNG knowledge management System.
  • Facilitate review and consolidation of fragmented resources and reports to produce technical model/approach-based evidence
  • Work with GAM to plan and facilitate Project LL and AAR events, with reports produced

REQUIREMENTS:

  • At least 8 years experience in international development and humanitarian programming and a proven high level of competence in Program Quality systems, design, monitoring and evaluation, Accountability and Learning, and Quality Assurance Coordination
  • Working knowledge of logical framework approach to project design, monitoring and evaluation /project cycle management
  • Previous Pacific and Papua New Guinea experience will be highly valued
  • Excellent interpersonal and cross-cultural communication skills.
  • Excellent research skills and previous experience in conducting situational and data analyses
  • Master’s Degree preferred in International Development, studies Mathematics or a similar field
  • Previous experience in MEAL systems and process set-up preferred
  • Excellent analytical /problem-solving skills and attention to detail in the development of written documents
  • Strong report writing and monitoring skills
  • Interpersonal, managerial, and conflict resolution skills.
  • Communication skills and knowledge of local communities.
  • Excellent representational ability, including public speaking
  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.
  • Demonstrated ability to think and manage strategically, plan and meet deadlines
