Duty Station [Sana’a-Yemen]

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job:

Overall purpose of the role

Responsible for strengthening the capacity of NNGOs across Yemen in designing and implementing quality humanitarian programming across sectors. This role will support with capacity assessments, developing and carrying out formal trainings in relevant areas, on the job training and mentorship to the staff of local NGO partners, and will work internally with DRC departments and technical coordinators who work with and through national partner organisations. The postholder must be dedicated to supporting local organizations to strengthen programming and passionate about localisation in Yemen.

This position will be based at Country Office level in Sana’a and will require extensive field travel.

Main responsibilities:

Technical Guidance to DRC Departments

  • Liaise with DRC Yemen technical coordinators to support the design of partner programming in sectors including Protection, CCCM, WASH, and Economic Recovery
  • Develop and input into relevant tools to support programme design that incorporates various partnership models involving CSOs and duty bearers
  • Input into strategy development of various sectors to include plans and targets on programme models that include NNGO partners
  • Support technical coordinators to work with duty bearers in different governorates in Yemen understand the role of NNGOs in humanitarian programming and to strengthen their capacity to engage with NNGOs in programme design and implementation

Partnership Development and Field Support

  • Conduct and continuously update partnership mapping documents and databases to identify opportunities for future collaboration with various CSOs in Yemen
  • Support NNGOs to develop longterm strategies, support goal setting and identify programmatic priorities, and explore funding mechanisms to support medium and longterm programme implementation in Yemen
  • Conduct regular field vists to partners and DRC bases across Yemen to carry out monitoring activities, meet with relevant stakeholders, support on the job coaching, and carry out assessments and evaluations of partner programming and partnership models to identify areas for improvement

Capacity and Needs Assessments and Partnership Management

  • Input into in-depth capacity assessment tools related to project and programme design and management, including grants management processes
  • Support partner selection processes for national NGOs including local authority liaisons as needed
  • Manage positive and productive relations with selected NNGOs across the country
  • Establish and maintain productive links between NNGO partners and staff, and with DRC Program teams

Capacity Development and Implementation

  • Develop capacity building plans based on capacity assessments and consultations with DRC staff, local NGO staff, local authorites and Clusters
  • Develop relevant and high quality training materials including presentations, practical activities, guidelines, support resources, pre and post tests etc.
  • Carry out training, coaching, and on the job mentorship for NNGOs and duty bearers by mobilizing necessary resources
  • Conduct capacity development activities for DRC programmes teams working with and through NNGOs as needed.

Accountability and Reporting

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives as well as strengthening the effort to document the impact and lessons learned of activities
  • Ensure compliance with internal and external reporting requirements including procurement
  • Provide input for monthly, quarterly and annual donor reports as needed
  • Contribute to the improvement of partnership practices by periodically assessing DRC Yemen’s partnership management approach taking into account both DRC and partners’ perspectives, capture lessons learned and best practices, and make recommendations for improvement

People Management

  • Provide on the job training as much as required and adapt trainings/coaching to specific staff needs within the partnerships team

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Technical expertise in Project and Programme Management and organisational development
  • At least 2 years’ experience in a programme management role.
  • Minimum 2 years in training and liaising with national NGOs, including developing of training plans, training materials, and facilitating training.
  • Experience dealing with national partners and local/government authorities in challenging contexts
  • Good knowledge of relevant donor compliance regulations.
  • Professional background in working in contexts with internally displaced persons and/or refugees
  • Experience working in multicultural work settings.
  • Full professional proficiency in English (working proficiency in Arabic is an asset)
  • Willingness to embrace and further develop overall objectives such as gender equity, impact monitoring, and cross-sector cooperation.

Required qualifications:

Education :

  • Advanced degree in political science, international development, economics or other relevant field is an asset.

Languages:

  • Fluency in written and spoken English
  • Arabic desireable

We offer

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Sana’a.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G2 Non-Manager).
