Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 550 staff in Ukraine and will continue significant scale-up in 2023 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Program Development and Quality Manager (PDQM) to join the team in Kyiv.

Overall purpose of the role:

Under the management of the Head of Programme and in close collaboration with the grants, communications, and program teams, the PDQM will be responsible for taking the lead in the development of quality proposals, ensuring timely and quality programming in coordination with the grants management manager, and supporting in the development of quality communications products in line with donor requirements. In addition, the PDQM will work together with the Head of Programme to identify opportunities and support on external engagement according to DRC’s country strategy and mandate.

Your main responsibilities will be:

  • Collaborate with HOP, Project Managers, and Technical Coordinators to develop competitive proposals that align with donor guidelines.
  • Coordinate with country and sub-offices for timely submission of reports.
  • Provide technical support to teams for capacity building and grant management.
  • Ensure DRC Ukraine programmatic standards and policies are integrated into program development.
  • Review proposals for consistency with solicitation requirements and facilitate the proposal development process.
  • Assist in creating a robust fundraising and engagement strategy for the country strategy.
  • Maintain a strong Grants Management system and oversee key award processes.
  • Regularly review strategic donors' grants and ensure compliance with programmatic, financial, and reporting requirements.
  • Ensure quality control of reports, aligning with donor expectations and maintaining consistency.
  • Contribute to high-quality program progress reports, monitor communication commitments, and develop and implement relevant communication tools and strategies.

Required experience and competencies:

  • Minimum 5 years working experience in similar job at international level
  • University degree in International Development, DRR related studies, Social Science, Grants Management or relevant field
  • Experience in humanitarian policy advocacy works in conflict affected countries
  • Demonstrated skills in problem solving
  • Innovative, flexible and high adaptability skills in hardship location
  • Excellent analytical skills, commitment to gender equality/equity
  • Demonstrated skills in application of humanitarian tools and standard in past works
  • Representation skills and excellent communication and reporting writing skills
  • Fluency in English (written and spoken) is essential
  • Willing to travel regularly to rural/remote project sitesAbility to work well in unstable security environments, and under significant administrative and programming pressures.

We offer: Contract length: 12 months, with a 3-month probation period Level: F1 management Designation of Duty Station: Kyiv Start date: November 2023 Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriate Staff.
