Overall purpose of the role

The Program Development and Quality Coordinator is responsible for supporting DRC’s Head of Program for Uganda in the coordination and design of inputs for concept notes, project proposals and strategic program documents, as well as for overseeing country-wide grants management, reporting and partnership processes. The position will play a leading role in promoting and maintaining program quality through organizing and facilitating monthly program reviews and will support the Head of Program to ensure implementing teams adhere to best practices in project cycle management as well as compliance with donor rules and regulations. Furthermore, the Program Development and Quality Coordinator will support DRC Uganda’s Country Director and Head of Program in forging and maintaining relationships with key governmental authorities, such as the Office of the Prime Minister (OPM).

Responsibilities:

Program Development:

  • In collaboration with the Head of Program and Regional Business Development and Partnerships Coordinator, identify strategic funding opportunities, lead “go/no-go” processes, coordinate inputs and develop original content for concept notes, project proposals and strategic program documents. This will entail mapping, researching, and tracking both institutional donors as well as foundations and non-traditional donors.

Grants Management:

  • Ensure thorough knowledge and compliance of donor policies and guidelines by implementing teams. This will require developing in-depth knowledge of all of DRC Uganda’s current and future donor policies and guidelines, and cascading this knowledge to implementing teams and support departments through project kick-off meetings, regular reviews and ad hoc support.
  • Coordinate project kick-off meetings and in-depth monthly reviews for all new and ongoing projects. This entails supporting implementing teams to develop thorough knowledge of project documents and ongoing and accurate tracking of projects for both internal and donor reporting requirements.
  • Setup and manage grant-related information and documentation in Dynamics, DRC’s enterprise resource planning system, which includes a grants management module.

Reporting:

  • Lead both internal and donor reporting processes through proactive planning, coordination of inputs from field and support teams, compiling inputs and providing quality review to ensure the timely, accurate, and professional development of reports. This requires ongoing planning, frequent communication and follow up with field and support teams and the ability to produce highly analytical and well written documents.
  • Oversee reporting requirements for OPM and UNHCR’s Refugee Response Plan.
  • Coordinate with field-level or project-specific MEAL teams to regularly collect, compile and analyze data pertaining to project and program achievement.

Partnerships:

  • Lead DRC’s standard partner vetting processes for all formal partnerships with international and national NGOs as well as other implementing entities or stakeholders.
  • Establish and monitor sub-grant agreements with partners. This entails acting as the main point of contact with partners on matters pertaining to the sub-grant agreement and reporting.
  • Collaborate with the Head of Program and implementing and support teams to ensure partners are actively involved and supported in project kick-off meetings as well as monthly project reviews.

Program Quality:

  • In collaboration with the Head of Program, ensure all concept notes and project proposals are well written, professionally presented, have undergone technical review by relevant sector focal points, are reflective of best practices and are in line with DRC’s country strategy as well as broader regional and global strategies of the organization.
  • Ensure that country and field-level kick-off meetings are held for all new projects. This entails making clear presentations of all project components, including activities, budgets, monitoring and evaluation plans, accountability to affected communities and visibility.
  • The Program Development and Quality Coordinator is subsequently responsible for collecting, consolidating and updating activity/work plans and forecasting plans developed and updated by the responsible Area Managers or Project Manager.
  • In collaboration with the Head of Program, support Area Managers and Project Managers in upholding rigorous project cycle management principles through the provision of technical advice, including support with the development of project cycle management tools.
  • Ensure that country and field-level closure meetings are held for all ending projects. This entails reviewing significant achievements and challenges, preparing teams for final reporting and documenting lessons learned.
  • Contribute to the strategic direction of DRC Uganda’s programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.

Representation:

  • Support the Country Director and Head of Program in forging and maintaining relationships with key governmental authorities, including OPM, ministries and district level government.

The Coordinator may be requested to represent DRC in coordination fora with consortia of which DRC is a member, with other humanitarian agencies and in sector working groups.

Experience and technical competencies:

  • Bachelor’s degree in the social sciences, journalism, international development, or another relevant field
  • 4 to 6 years of work experience within the field of humanitarian response or development, with experience working for an international NGO or UN agency.
  • Excellent analytical and writing skills.
  • Excellent written and spoken English.
  • Strong, demonstrated knowledge of Microsoft Excel.
  • Knowledge of information management and Microsoft SharePoint an added advantage

Conditions

Contract: One year contract with possibility of extension, subject to funding and performance. Salary and other conditions are offered in accordance with DRC’s Terms of Employment ; Employment band G.

Availability: May 2023

Duty station: Kampala, Uganda.
