Contract

This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women Liberia Country Office contributes to its global corporate mandate to make the vision of the sustainable Development Goals a reality for women and girls and stands behind women’s equal participation in all aspects of life. Its main objective is to promote women’s human rights and gender equality which are key in sustaining and furthering achievements in stability and development. In this regard, its programming in the Country is connected to five corporate priority areas: (1) women’s leadership and political participation; (2) enhancing women’s economic empowerment; (3) engaging women in all aspects of peace and security processes; (4) advancing women’s rights to live free from violence. UN Women also coordinates and promotes the UN system’s joint work in advancing gender equality. The Women, Peace and Security (WPS) pillar works to support and sustain peace and security in Liberia and to enhance access to justice systems for the poor and marginalized groups, especially women and girls. The WPS Pillar leads on support to implementation of Liberia’s National Action Plan on women peace and security.

Partnerships and Coordination unit supports development and management of UN Women’s strategic partnerships and relationships, implementing the coordination strategy as well as resource mobilization work of Liberia country office.

Sustainable Development Goals: Gender Equality

Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the Volunteer includes, but is not limited to:

• Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practices; • Support with administration and official processes as required; • Structured guidance, mentoring and coaching by team members and Operations Manager including a clear workplan and performance appraisal; • Access to office space, equipment, and any other systems and tools required to complete the objectives of the assignment including a host entity email address; • Access to shared host entity corporate knowledge, training and learning; • Ensure that Volunteers are provided all necessary security measures as per the United Nations Security Management System (UNSMS); • Leave management; • DSA for official travel, when applicable; • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme; • Investigate misconduct: sharing reports with the UNV;

Under the direct supervision of the WPS Pillar lead, the International Youth Volunteer will support the Women, Peace, and Security Programs in addition to strengthening partnerships on programmatic activities.

  1. Support to the Women, Peace and Security Program

• Support research and analysis to guide policy advocacy and programming to promote women’s participation in peace and security settings in Liberia; • Provide support to the implementation of the National Action Plan on Women Peace and Security and other GEWE commitments • Maintain an ongoing watch-brief on national policy developments related to women peace and security and identify strategic policy entry points for UN Women; • Support capacity building of partners implementing initiatives on Women, Peace and Security; • Monitor partner’s implementation of WPS activities in line with signed agreements where applicable; • Provide technical inputs to strengthen programme documents, concept notes, project proposals, annual work plans, and strategic documents; • Support effective application of results-based management principles and tools for programming related to women’s role in peace and security in Liberia. • Support implementation of donor reporting obligations and knowledge codification.

  1. Support Partnerships and Coordination work

• Support partnership and outreach activities regarding normative work and campaigns, commemoration of international days, and outreach to non-traditional partners. • Support outreach efforts to support partnership-building and the management of existing partnerships, ensuring regular communication and coordination. • Support and Facilitate engagement with civil society organisations, including supporting the establishment of Civil Society Advisory Group (CSAG) Liberia and its workplan. • Support the development of new projects, including drafting concept notes, funding proposals and partnership agreements.

• Support commitments to expand work on women peace and security and youth peace and security amongst other thematic areas and prepare briefing notes and talking points as required. • Perform other tasks as required.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• As an active UN Women team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UN Women and its beneficiaries in the accomplishment of her/his functions, including: • Drafting periodic reports to Donors, and Senior Management Team on programs progress and achievements; • Preparing and participating in meetings/discussions with subject matter experts, working level staff and other stakeholders; • Assist with resource mobilization efforts, including preparing concept notes, project proposals and follow-up with donor agencies; • Capacity development through coaching, mentoring and formal on-the-job training, when working with, including supervising, government and non-government counterparts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.

Liberia, Africa's oldest Republic, is located at the western edge of the continent, on the Atlantic coast between Sierra Leone and Côte d'Ivoire. The population of Liberia is approximately 4.5 million and contains about 16 different ethnic groups. A large percentage of Liberia’s population lives in the capital, Monrovia.
The Liberia climate features a wet season and a dry season, but precipitation is seen even during the dry season. Temperatures remain constant throughout the year averaging around 26.4 °C (79.5 °F). The weather is sometimes cold during the day and evenings in the rainy season; also, most rooms are air-conditioned, so it is suggested that appropriate clothing (light sweater or jacket) be brought along. The country is generally safer, except for petty crimes, especially in the cities. It is mandatory to complete the United Nations Basic Security course BSAFE. The current UN security level for Liberia is level 2. Upon arrival in the country, all UN staff receive a security briefing from UN Department of Safety and Security (UNDSS). Security recommendations from UNDSS must be followed by all UN Staff and UN Volunteers during their assignments in Liberia. There are hotels and guesthouses in the capital, Monrovia, that are comfortable and have electricity and security. All UN Staff and UN Volunteers are to use only UN-approved guest houses and hotels. There is a UN Clinic located within the UN Compound, accessible to all UN Staff. Also available in the country are recognized hospitals and clinics that UN staff can visit, based on his/her decision. A gym is available at the One UN House for all categories of staff based on the presentation of the UN ID Card. A mini mart and two local banks (UBA and Ecobank) are available on the underground floor of the UN Compound for easier access by UN staff.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

Conditions of Service for UN Volunteers

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates monthly according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org .

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.
