This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

The SCALE Initiative is a UNDP-PEPFAR partnership that aims to drive progress on the 10-10-10 targets for and with key populations in PEPFAR-funded countries by 2025. The two-year initiative will scale key population-led approaches to counter punitive and discriminatory laws and policies and HIV-related criminalization through (i) Identifying what works; (ii) Building, scaling, and amplifying good practices; and (iii) Investing in Key population communities.

Under its SCALE Initiative, UNDP will support key population-led organizations by providing Low-Value ‘Law & Access’ grants in selected 17 countries during the initiative’s first year. The grants will be used to advance and reinforce strategies, tactics, and approaches undertaken by key-population-led organizations to counter discriminatory and punitive laws, policies, and practices in their respective countries. In Cameroon, UNDP provided grants to three key population led organizations to support key population-led organizations to advance and reinforce strategies, tactics, and approaches to counter discriminatory and punitive laws, policies, and practices.

  1. Provide program implementation support to implementation of the low value grants.
  2. Coordinate and collaborate with the grantees on program implementation, reports development and financial management.
  3. Monitor the grant activities based on well-defined monitoring plan and agreed indicators with the organizations.
  4. Provide capacity building support to the key population led organizations.
  5. Develop monthly monitoring report on implementation of small grants in Angola.
  6. Provide remote support to implementation of the grants in Namibia, South Africa, Eswatini and Zambia.
  7. Collaborate and coordinate with the UNDP Country Offices of Namibia, South Africa, Eswatini and Zambia.
  8. Ensure implementation of other SCALE initiative activities in the mentioned countries.

Project Management, Monitoring and Evaluation & Coordination •Excellent oral and written skills; excellent drafting, formulation, reporting skills. •Accuracy and professionalism in document production and editing. •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. •Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment. •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. •Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain. •Sound security awareness.

The National UNV will be based in UNDP Country Office in Angola. All necessary supports in terms of workstation and supplies would be provided by the program.
