Result of Service The Procurement Specialist will report to the Chief of Central Support Services but will work closely with the Heads of Procurement Section as well as coordinate regularly with other CSSD staff.

Duties and Responsibilities Under the supervision of the Chief Central support Services Division and technical supervision of the Heads Procurement section, the consultant provides support in all technical procurement activities.

a) The consultant will provide technical guidance on procurement of services and advice to CSSD staff and experts at all stage of the processes and ensuring the correct application of administrative policies, principles, procedures and rules governing UNRWA procurement. b) Prepares highly complex contracts for procurement of related Projects and services; review the issuance of international tender invitations; evaluates responses to tender and makes recommendations for finalization of purchases and award of contracts; reviews procurement orders and, prepares submissions to the Headquarters Committee on Procurement for review and subsequent approval by the authorized official.

c) Recommends innovative solutions to resolve issues/conflicts for complex and wide-reaching procurement requests.

d) Analyses and evaluates procurement requests and ensures appropriateness of technical specifications and prepares a variety of procurement-related documents such as technical reports, communications, guidelines, instructions.

e) Support in the development of a procurement indicators and dashboard.

f) Works in tandem with requisitioning entities for procurement planning, to develop effective procurement strategies and prioritizes/coordinates contending procurement projects.

g) Contributes to development of CSSD procurement policies and procedures; develops standards and criteria for the evaluation of tenders for goods and services

h) Oversees adherence to contractual agreements, recommend amendments and extensions of contracts and advise concerned parties on contractual rights and obligations,

i) Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.

Qualifications/special skills Advanced university degree (Master's degree or equivalent) from an accredited educational institution in business administration, procurement , logistics, public administration, supply chain, law or a related field.

Desirable qualifications: Experience in the United Nations Common System or non- profit organization at an international level is desirable. A minimum of seven (7) years of progressively responsible experience in procurement, contracts management, contracts administration or logistics and supply chain management, of which five (5) years of experience directly related to first-hand logistics, procurement and/or contracting is required.

At least 2 years of relevant international experience outside of the candidate home country, country of citizenship or a country were the candidate has a second nationality.

Languages English and Arabic are the working languages of the UNRWA. For the consultancy advertised, fluency in English is required; knowledge of Arabic is added advantage.
