Organizational Setting

The FAO Regional Office for the Near East and North Africa “RNE” is responsible for the development, promotion, supervision and implementation of programmes and strategies prepared jointly with the Governments in the Region, in the fields of food, agriculture and rural development. The Regional Office “RNE” develops and maintains relationships with a number of institutions, including government institutions and financial and technical partners.

Reporting Lines

Under the overall supervision of the FAO Regional Representative, and direct supervision of the Regional International Procurement Officer (IPO), in close collaboration and consultation with RNE support team to Emergency Programme, the incumbent will perform the task of the announced position.

Technical Focus

Provide procurement support for the Emergency Programme.

Tasks and responsibilities

• Reviews and analyses emergency procurement requests including market research, developing and issuance of tenders, conducting of vendor due diligence, evaluation of offers, preparation of recommendation for approval including submission to procurement committees, arranging inspection and transportation (in case of goods), creating POs and contracts, following up contract execution, verifying invoices, and undertaking vendor performance evaluation for completeness and conformity with the established FAO rules, procedures and practices; liaises with the requesters, as necessary, and recommends to the supervisor appropriate strategies and approaches to best serve institutional interests including requests particularly from Syria, to undertake procurement locally; • Together with the Regional IPO, provides guidance and supervision of staff in charge of emergency procurement particularly in Syria and of the implementation of procurement strategies and processes in alignment with the relevant rules, procedures, and practices; • Takes the role of the focal point for any emergency procurement activities in the region by communicating with suppliers’ queries to the technical persons and by maintaining the bids on in-tend until the closing time; • Handles day-to-day operational aspects of emergency response projects and programmes in accordance with the project management cycles as much as possible during the given time of this assignment; • Liaises between RNE support team for Emergency Programme and RNE Procurement units to ensure timely delivery of assistance to beneficiaries, following project work plans and budget availability in accordance with the established and relevant Manual Sections; • Supports RNE’s resource mobilization efforts to the emergency operations particularly for Syria; • Supports RNE support team to Emergency Programme (procurement) particularly for Syria; • Supports, advises, and monitors and regularly updates emergency procurement plans, ensuring the timely delivery of goods and services in compliance with the established and relevant Manual Sections; • Advises requisitioning units and RNE Senior Management on the full range of emergency procurement issues, providing support and guidance at all stage of the procurement cycle, meeting objectives under tight deadlines; • Supports ADG Office in all procurement matters relating to the emergency;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in business administration, procurement, or any related field. • A minimum of 5 years of relevant experience in Procurement. • Working knowledge of English (level C) and limited knowledge (level B) of Arabic or French. For PSA, working knowledge of English.
