Under the overall supervision of the Supply Chain Division (SCD) Director and the direct supervision of the Head, Manila Supply Chain Unit (MSCU), the successful candidate will provide be responsible and accountable for supporting global procurement support team and providing procurement support and relevant procurement advice to Missions worldwide.

Under the direct supervision of Head of Manila Supply Chain Unit, the UN Volunteer will undertake the following tasks: - Assist MSCU Head in the review of existing procurement and logistics procedures to identify gaps and areas for improvement, development of new guide-lines and policies, setting up KPI as well as supporting change management process transitioning to the new ERP system - Assist MSCU Head in planning and managing professional enhancement training programs for the procurement support team and Mission worldwide. Identify external training opportunities for procurement support team in coordination with MSCU Head and Staff Learning Development Unit. - Prepare relevant procurement reports and statistics analysis with recommendations on process optimisation or realignment of resources to gain efficiencies; - Undergo duty travel (TDY) for field mission’s procurement assistance programmes; - Assist on the provision of technical assistance/guidance on business processes and procurement operational/technical aspects in IOM’s Enterprise Resource Planning (ERP) System functionality taking into consideration the organization’s procurement policies and procedures, procurement structure, and accounting policies and procedures. - In coordination with Quality Control Officer, conduct supplier’s visit as part of the Quality Assurance and Post-Qualification prior contract award is made for global vendors, when necessary. - In coordination with the MSCU Head, liaise with UN and humanitarian agencies on collaborative tenders. - Conduct complex global tenders in coordination with the subject matter experts in HQ, to strategically establish and manage Global Long-Term Agreements (LTA) to achieve best value for money and procurement lead-time efficiency. - Review, assist and advise Mission in the preparation of bidding/tender documents/request for quotation/proposal. Note any deviations or errors and recommend the necessary actions to align their tender documents with IOM rules and regulations. - Participate in the development of strategic procurement plan for various commodities (e.g., core items such as NFIs, IT, Medical) needed across IOM operations in coordination with SCD and Thematic Experts in HQ. - Participate in category management project. - Perform other related duties as required.

Good conditions. Most IOM international staff reside in Makati (e.g., San Lorenzo Village, Legazpi Village, Greenbelt area, Salcedo Village, Bel-Air Village, Rockwell Center and Bonifacio Global City (BGC)). If you have children attending school, you would need to consider the location of the school too. Do not be deceived by looking at the map, as in Manila the distance of 5–6 kilometers can often take 1–1.5 hours by car during rush hours on weekdays and 10–15 minutes on weekends.

Household appliances, such as refrigerators, air conditioners, washing machines and cooking stoves, are generally provided in rented condominium units. With rented houses, these are no standard features but about 70 per cent of single detached houses for rent do provide some appliances. Properties may be rented unfurnished, semi-furnished or fully furnished. When a property is offered as unfurnished, it most probably means empty. If it is semi-furnished, it usually includes appliances. A fully furnished house or condominium unit includes furniture (beds, sofa, tables, chairs and others) but typically not furnishings (beddings and towels) and kitchen necessities (plates, cutlery and pans). Usually only fullservice apartments provide such items.

Visa and MasterCard credit and debit cards are widely accepted in all major cities and tourist centres. Majority of shopping centres and restaurants also accept AmEx cards. Kindly check if a commission is charged before every payment or purchase, but this seldom happens. There are plenty of ATMs around Makati and other parts of Metro Manila, including in all ma-jor malls. Some banks have a limit of PHP 10,000 per withdrawal and 50,000 pesos per day. Citibank usually allows USD 3,000 or its peso equivalent withdrawal limit per day from Citi-bank ATMs, BPI allows PHP 20,000 per day, while HSBC may allow up to PHP 40,000 per withdrawal. You may negotiate to increase or decrease these limits with some banks.
