What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose of the Position

  • Procurement Process excellence manager designs, executes, measures, monitors and controls métier core processes.
  • Involved in a wide range of activities, he / she has a global support role within the ICRC Procurement unit on the Procurement Team as a change agent. He / She is in charge of implementing and disseminating continuous improvement methodology in the Procurement unit.
  • He / She is responsible for Procurement process analysis, design and optimization to enable routine delivery of exceptional performance.

Main Duties and Responsibilities (1/2)

  • Is the focal point for evaluation and improvement activities related to métier core processes.
  • Ensures that business process outcomes are in line with the organization’s strategic goals.
  • Provides functional validation and sign off for the technical implementation of approved business process requirements in métier applications.
  • Works collaboratively across all units to help improve the management of métier processes from beginning to end.
  • Facilitates the métier business process community and collaborates with other business process owners to create seamless end-to-end processes.
  • Drives identified changes to the processes and information technology tools (existing and new).
  • Monitors gaps and issues; designs problem solutions, including the definition and collection of clear, actionable business process requirements.
  • Deliver the business training, documentation and support of business process management tools.
  • Develop best practices for group procurement business activities and set standards for processes and procedures.
  • Lead all process and system implantation projects
  • Work with Head of Procurement on the preparation of internal and external audits (donors…); serve as procurement lead for functional and cross-functional internal Audits.

Main Duties and Responsibilities (2/2)

  • Collaborate closely with key stakeholders in function units to align requirements and solutions.
  • Leading negotiations on a global level (projects related)
  • Identify key opportunities for best practices improvement across the business based on procurement trends
  • Set up and improve procurement tools and standards as well as working on innovation projects
  • Work in collaboration with the global and regional procurement teams to set annual continuous improvement roadmap at a country level and a supplier level.
  • Lead new program designs and roll out
  • Evaluate procurement’s internal functions for all the delegations to assess their overall performance and provides feedback
  • Build on the procurement platform of sharing and retaining best practice in procurement
  • Increase procurement department awareness internally and externally
  • Manage and coordinates at functional level a team of several managers covering multiple projects
  • Develops and prioritizes an auditing schedule to ensure that designated all Procurement functions are audited on a regular basis to ensure full deployment of Best Practices
  • Should we add something there related to the link with compliance and follow up of audit recommendation/analysis to ensure those are then integrated into continuous improvement?
  • Engage teams at HQ and Field level to participate in continuous improvement processes and practices for both Procurement Standard and Compliance.

People Management Responsibilities

No direct people management but coordination of an important worldwide procurement community.

Relationships

  • Internally, interacts with the métier leadership team, the métier community at headquarters and in the field, business process implementation projects teams (Supply Chain Support Projects team)
  • Has no external relationships.

Education Required

  • Master’s degree University degree or equivalent.
  • Business process management certification.
  • Fluent command of English and French.
  • Computer proficiency.

Experience Required

  • Typically, 10-12 years' professional experience of which at least 5 years in Procurement on similar project
  • Experience in procurement transformation processes roles or in procurement consulting roles
  • Experience in running a procurement transformation project
  • Proven experience in driving change
  • Experience in management
  • Exposure in different industries with exposure a highly diversified range of categories
  • Experience in a large international business
  • Previous experience in project and program management
  • Successful experience in working with a wide variety of stakeholders.
  • Certification in lean management /6 sigma (green belt) an asset
  • Strong communication skills
  • Knowledge on continuous improvement programs
