STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Experience:

  • At least five (5) years of progressively responsible professional experience in procurement and supply chain functions, preferably in the context of procuring locally grown food commodities.
  • Experience in building strong external relationship
  • Ability to analyze diverse information and develop recommendations.

Languages:

  • Fluency (level C) in French language and intermediate knowledge (level B) in English language.

ORGANIZATIONAL CONTEXT

WFP is partnering with the Rockefeller Foundation (RF) for a 2.5 years (September 2022- February 2024) programme, titled ‘Catalyzing good food through school feeding and food-based programs’. The overarching goal of this project is to improve the nutritional quality of diets, food-based safety net sustainability, equity of national food systems, and positive economic impact for local communities. This will be achieved by leveraging institutional food procurement mechanisms, strengthening supply chains, and influencing healthy eating behavior through food-based programmes, primarily school meals programmes.

The project will start developing and testing approaches to shift towards more nutritious options for school meals which boost local economic opportunity and increase environmental sustainability. Activities will address micronutrient deficiencies, improve schooling effectiveness, and improve intergenerational opportunity for vulnerable populations, particularly young girls. This will in turn have a ripple effect in the overall food system, as the demand for nutritious foods signals for supply chains to shift to be responsive. Through this influence, we can also support local value chain actors including small holder farmers and caterers, the vast majority of whom are women, and have a significant impact on their inclusion in markets, economic empowerment and livelihoods. WFP’s work around local and regional food procurement offers a framework for addressing bottlenecks in value chains, strengthening the livelihoods and resilience of smallholders and enhancing food systems by integrating and mainstreaming procurement innovations within school feeding and other food-based safety net and social protection programmes.

Through the school meal program, WFP will support the Government of Benin to a) increase the proportion of locally grown food by 10% annually (and decrease imported food) and b) increase the proportion of procurement that benefit smallholder farmers. The RF project will focus, amongst others, on increasing institutional and public demand for nutritious school meals, which are equitably and sustainably produced through capacity strengthening for pro-smallholder procurement (direct and indirect) to provide at least 60 % of the food basket for school meals. WFP will use the opportunity of its purchasing power to leverage the positive impact of its local operations and further contribute to the improvement of the food security and nutrition of the farmers through improved productivity and incomes.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of procurement operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

- Consolidate and analyse data for the development of a Country sourcing strategy of locally grown food, in line with the Local and Regional Procurement Policy and Interim Guidance, including the identification of realistic multi-year targets for different types of procurement modalities and contracts - Actively identify potential suppliers (traders, farmer organizations) and identify capacity gaps for the provision sufficient quantities of locally grown food meeting minimum food safety and quality standards and specification conformity. - Facilitate the establishment of partnerships to address the capacity gaps with all actors supporting the value chains at national level. - Develop annual procurement plans with detailed annual plans for the different types of procurement modalities and contracts - Develop SOPs for the different procurement modalities and contracts, including procedures for price determination, payment, etc. - Manage all relevant operational procurement activities (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of locally grown food. - Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered. - Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries. - Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization. - Perform other related duties as required.
