NIGER COUNTRY CONTEXT

Pour sauver des vies, le PAM intervient dans les zones de crise. Nous sommes présents dans le bassin du lac Tchad où les violences liées au conflit créé par les acteurs non étatiques armés ont engendré le déplacement de milliers de personnes. Cette crise a déstabilisé la région de Diffa, précipitant aussi les populations locales dans une grande vulnérabilité. La frontière avec le Mali fait également l’objet d’une instabilité croissante. Le PAM fournit une assistance alimentaire dans ces zones pour venir en aide aux victimes des conflits, les réfugiés, déplacés, retournés et les populations locales hôtes.

Pour changer les vies, le PAM travaille à travers tout le Niger afin que les populations deviennent plus résistantes aux chocs, notamment climatiques, qui menacent les capacités agricoles et les moyens de subsistance des nigériens les plus vulnérables. Notre paquet d’activités intégrées couvre la nutrition, les cantines scolaires et l’assistance technique pour la récupération des terres.

En outre, l'épidémie de COVID-19 a eu un impact négatif sur la situation alimentaire et nutritionnelle du pays, avec une augmentation du nombre de personnes ayant besoin d'une aide alimentaire d'urgence.

Dans ce cadre, l'unité des achats du PAM au Niger gère l'une des opérations d'achat les plus complexes du PAM. Comme tout autre bureau de pays, le bureau PAM du Niger achète des biens et des services, ainsi qu’une partie de ses vivres localement et auprès des petits producteurs pour redynamiser l’économie nationale et locale. En particulier, pour promouvoir la production et l'économie locale, le PAM achète des denrées alimentaires produites localement auprès des petits exploitants agricoles, en plus des achats auprès des commerçants locaux. Le bureau PAM entreprend également des activités d'achat liées au transfert en espèces (CBT) par l'intermédiaire de détaillants, ainsi par le recours à des prestataires de services financiers.

ORGANIZATIONAL CONTEXT

Le/la titulaire du poste rapporte au représentant adjoint aux opérations. Il s'agit d'un rôle gestionnaire, qui dirige une petite équipe chargée de la passation des marchés. Par ailleurs, le/la titulaire du poste soutiendra également les efforts en cours pour renforcer les stratégies de la chaîne d'approvisionnement du bureau. Il est préconisé que le/la titulaire du poste opère avec un certain degré d'indépendance et qu'il/elle guide le personnel plus junior pour assurer des services d'achat efficaces.

JOB PURPOSE

Le/la titulaire de ce poste dirigera l'unité des achats, et aura pour principale responsabilité, inter-alia, de superviser la collecte, l'analyse et le compte rendu des informations afin de maximiser l'efficacité des opérations et des activités de passation de marchés.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Consolidate and analyse data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost optimising purchase decisions. 2. Provide oversight, guidance and support with / to Country Offices with relatively straight forward procurement needs (moderate value commodities, delivering programmes of a similar nature) on implementing best practice procurement policies and procedures, ensuring a strategic, forward purchasing approach to procurement in compliance with wider WFP policies, standards and regulations. 3. Lead the implementation of procurement projects of moderate complexity or manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services. 4. Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules. 5. Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximise the value of the service delivered. 6. Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries. 7. Work in close collaboration with cross functional counterparts to align procurement activities and promote an integrated supply-chain approach to food assistance. 8. Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization. 9. Manage individual procurement officers or small procurement teams ensuring appropriate development and enable high performance. 10. Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of food and non-food commodities and services e.g., through provision of training sessions. 11. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks. 12. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses.

Experience:

At lease 5 years of relevant experience is required.

Language: Fluency (level C) in English and French language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience communicating and coordinating with UN agencies/ large international conglomerates.
• Experience working with food commodity markets (incl. experience with freight markets) as well as goods and services needed in support of WFP’s Operations and its related market intelligence.
• Experience working with vendors.
• Has experience with budgeting, pipelines and related issues in WFP Corporate Systems.

TERMS AND CONDITIONS

This is an International Professional fixed-term position and is open to all nationalities. Visas required for relocation will be provided by the organization.

• The selected candidate will be employed on a fixed-term contract of two years (renewable) with a probationary period of one year.
• The position is based in Niamey, Niger. The selected candidate will be expected to relocate.
