ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) is United Nations frontline agency in the fight against hunger. WFP Mozambique is working with the Government and humanitarian partners to strengthen the resilience of the Country’s most vulnerable population and to map a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school.

JOB PURPOSE

This position is located in WFP Mozambique Country Office based in Maputo. Under the direct supervision of the Head of Procurement. The incumbent is expected to demonstrate responsibility and initiative to respond independently to queries and problems with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on daily basis. Job holders have high level of expertise and knowledge to adapt and contribute to the development of systems and processes in order to continually improve the level of support provided. Job holders supervise, provide technical advice, coach and coordinate a team of support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Plan, manage and provide senior management with technical advice on procurement activities, following rules, procedures and regulations; 2. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to ensure continuity of WFP’s operations; 3. Conduct market intelligence on availability of NFI in the local market, competitiveness of prices, local regulations, import/export restrictions (if any) and prepare periodic reports; 4. Prepare NFI Procurement plan; and manage local purchase of Non-Food Items (NFIs) & recommend the best procurement modality as well as cost-effective of purchases, for senior management approval and HQ authorization; 5. Manage procurement programs and operational activities, (e.g., issue tenders, evaluate offers and negotiate/award contracts), following standard procurement processes and contribute towards successful procurement of NFIs or services; 6. Develop and prepare standard contracts for NFIs procurement. Manage and coordinate negotiations with all interested parties including contract disputes and claims; 7. Establish Long Term Agreements (LTAs) to strategically source NFIs that have recurrent nature from local as well as from international sources; 8. Follow-up on deliveries of purchased commodities including shipping and delivery arrangements of internationally purchased commodities and equipment; 9. Assess market for potential suppliers and support maintenance of suppliers’ roster for NFIs, evaluate and review vendor performances; 10.Manage procurement of Financial Services for implementation of WFP’s programme including but not limited to Cash based Transfer (CBT); 11.Train WFP staff to take a strategic and proactive approach to the procurement of NFIs and services. Guide and supervise staff as required; 12. Collate data and prepare accurate, consistent and timely reports of procurement activities to enable informed decisions making; 13.Follow standard emergency preparedness practices to enable WFP quickly deploy NFIs and required resources to affected areas at the onset of the crisis; 14.Attend internal as well as external working group meetings representing WFP and/or Procurement; 15.Perform Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Engineering, Economics, Commerce, Business Administration, Legal or Accounting or other relevant field. Master's Degree in in any of the above fields or relevant to the position (is an advantage). Experience: At least Six years of professional progressive professional experience coordinating procurement processes with different stakeholders. At least Three years of post-graduate years of professional experience handling routine transactions/purchase of goods/services with background and interest in international humanitarian development. Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders). Language: Fluency (level C) in both English and Portuguese Language.
