ABOUT WFP

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, working in more than 80 countries. WFP is well known for its ability to deliver food assistance rapidly to people in need. WFP has also been awarded the 2020 Nobel Peace Prize and in 2021, the prestigious Franz Edelman Award for Achievement in Advanced Analytics, Operations Research and Management Science, which is one of the biggest competitions when it comes to sophisticated analytics and optimization, a reflection of the innovative work done by WFP’s global Supply Chain staff.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, the Programme has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to provide support to the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities: • Strategic outcome 1: Crisis-affected people in the country are able to meet their food and nutrition needs during and immediately after an emergency. • Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets. • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022. • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

BACKGROUND

WFP is strongly committed to supporting the Government with its unique logistics expertise. WFP responds to requests of support from various national, regional, provincial, and city government agencies to provide transport and logistics equipment. WFP is building on methods to share its institutional knowledge, experience, and standard methodologies for the Government’s capacity strengthening initiatives to enable them to prepare better and recover quicker in any crisis. Those include design and implementation of logistics training as well as contributions to Government policies and policy development. WFP is also collecting baseline data on the existing logistics infrastructure within the country which will be used to plan for and respond to future emergencies.

Since March 2020, WFP has been providing technical support and augmenting logistics operations to the Government’s COVID-19 response. WFP also assists in reviewing challenges and opportunities in the food system, including the supply chain for specialized nutritious foods, and, together with the private sector and civil society, in identifying the most cost-effective and equitable approach to addressing the nutritional necessities of the most vulnerable, in particular during the first 1,000 days of life. Local foods, fortified staples and fortified specialized foods are being used as appropriate and as stipulated in WFP's procurement strategy.

ORGANIZATIONAL CONTEXT

WFP is seeking qualified candidates for the position of Procurement Officer who will perform his/her duties under the guidance and supervision of the Head of Supply Chain unit.

The Procurement Officer will be required to work independently performing day-to-day procurement operations. Procurement will be for goods and services, in both Manila and other parts of the country in support of WFP’s programme implementation. Maintenance of vender rosters is a key component of the position.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services. 2. Contribute to analysis of data to provide recommendations for process improvement. 3. Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP-wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization. 4. Support auditing of activities by collating the vital information for recommendations to be responded to appropriately to ensure conformity with compliance rules. 5. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs. 6. Support training of WFP staff to take a strategic and proactive approach to the procurement of commodities and services, for example designing and reviewing training materials. 7. Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries. 8. Follow standard emergency preparedness practices to ensure WFP could quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 9. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. 10. Perform other duties as required.

• Work to update and maintain a vendor roster to accommodate the exigencies of the CO operations. • Travel to the field to support sub-offices and explore possibilities of local procurement.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses. Experience: Minimum of five years of dynamically responsible experience leading Procurement operations including contract management, contract administration or logistics and supply chain management or related is required. Experience working in the humanitarian sector, especially United Nations agencies, is an asset. Knowledge and Skills: Procurement Learning & Sharing: Excellent knowledge of procurement functions. CIPS II certificate (Chartered Institute for Procurement & Supply) would be an asset. Language: Excellent written and oral communications skills in both English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience handling routine and complex transactions/ purchase of commodities/goods/services. • Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders). • Proven experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration).

REMUNERATION PACKAGE

Approximate annual base salary (minimum): PHP1,114,544.00
