ORGANIZATIONAL CONTEXT
The Job holders report to the Head of the Supplay Chain. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed, and heavily engaged into day-to-day procurement operations.
JOB PURPOSE
To collect, analyse and report on information to maximise efficiency of procurement operations and activities.
KEY ACCOUNTABILITIES (not all-inclusive)
1.Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of food and non-food commodities or services.
2.Support the CBT procurement to implement WFP programmes through electronic vouchers and contracting of financial service providers.
3.Contribute towards the development of procurement plans and processes ensuring compliance. Contribute to analysis of data to provide recommendations for process improvement.
4.Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
5.Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
6.Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
7.Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.
8.Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
9.Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
10.Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
11.Guide, supervise, and manage junior procurement staff.
12.Perform other duties as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant fields, or First University degree with an additional relevant work experience and/or training/courses.
Professional Experience: at least 4 years of professional experience in procurement Language: Fluency (level C) in English and Arabic.
Nationality: In possess of Iraqi Nationality
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Experience handling routine transactions/ purchase of commodities/goods/services. • Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and traders). • Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administration).
Terms & Conditions
Position Title: Procurement Officer, Baghdad
Grade: National Officer - NOA
Contract: Fixed-Term (FT) - One-year renewable
Duty Station/travel: Baghdad with travel inside Iraq and occasionally abroad
Salary: Starting at USD 41,683 net per annum
Medical Plan: International valid medical plan for the staff member, spouse, and dependents children under 18 years
Annual leave: 30 working days per annum
