How can you make a difference?

Under the general guidance of the Chief of Operations, the Procurement Officer will be responsible to plan, direct and manage the contracting of goods and services with institutions, companies and individuals for the country office, including, but not limited to PSFR contracts, programme supplies, office supplies, consulting services, advertising agencies, translation and interpretation, technical services, video production, editing, etc. Maintain performance monitoring and reporting in respect to procurement activities.

Join our team to be responsible for:

  • Liaising with sections and Zonal Offices to compile the office annual procurement work plan and define the appropriate actions for contracting goods and services;
  • Reviewing Terms of References (TORs), Evaluation criteria and develop Invitations to Bid and Requests for Proposal for commercial contracts. Inviting bids proposals, assess market rates and negotiating conditions and rates/terms of payments;
  • Managing the evaluation process, holding bid conferences, receiving bids and proposals, setting up technical evaluation committees and chair meetings to review and finalize point ratings, clarifying all aspects of proposals including technical, pricing, and terms, chairing meetings between the evaluation team and the proposers for further clarifications, and preparing the evaluation summary for the Contract Review Committee;
  • Assisting to negotiate contracts, Purchase Orders, Long Term Arrangements, and Memorandum of Understanding (MOU) including pricing, statements of work, terms and conditions. Drafting contracts, Purchase Orders and Long Term Arrangements including all terms and conditions;
  • Evaluating and qualifying companies, institutions and individuals providing services to UNICEF and monitoring performance. Assessing technical capability and financial health in order to qualify companies as potential contractors for UNICEF;
  • Assisting with post contract activities including the negotiation and issuance of all amendments to contracts, Purchase Orders, Long Term Arrangements, and Memorandum of Understanding (MOU);
  • Preparing and presenting submissions to the Contract Review Committee;
  • Liaising with relevant Sections or Zonal Offices on overlapping contractual matters, including policies and procedures;
  • Looking for best commercial practices; periodically reviewing procedures; developing statistical indicators to ensure compliance to rules and process efficiency;
  • Liaising with Joint Operations Facilities (JOF) and other UN Agencies in the country in order to hire common services utilized by UN System in the country, supporting approaches for enhancing efficiency and effectiveness and participating in working groups and initiatives related to procurement;
  • Implementing effective staff learning and development programme activities for capacity building in procurement, helping to organize workshops for staff's competency building, and staff learning and development.

To qualify as an advocate for every child you will have:

  • First level University degree (Bachelor's or equivalent) in business administration, finance, social development or a related field is required;
  • Specialized training in financial analysis, contract law, litigation and arbitration law, and procurement processes is an asset;
  • At least two (2) years of professional work experience (international and national) in Business Management, Procurement, Finance or equivalent is required;
  • Knowledge of worldwide procurement, contract negotiations and administration is desirable;
  • Additional years of relevant experience in the above mentioned fields is an asset;
  • Fluency in Portuguese and English is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.
