Background

For more than two decades, UNICEF has been working closely with the national government, local representatives and civil society to improve the situation of children in Kazakhstan, ensuring equal access to quality social services, and primarily, healthcare and education. The Government of Kazakhstan and UNICEF are currently implementing another five-year program of cooperation. Along with those national priorities and strategies, however, the country has also taken its international obligations, including attainment of the UN Sustainable Development Goals, into account.

How can you make a difference?

The purpose of the job Under the direct supervision of Operations Manager, the incumbent administers the Procurement services and supply operations of a relatively simple nature and limited impact, requiring basic professional technical expertise in support of operations and programme objectives. Responsible for effective planning, contracting, procurement and record management.

Key end-results 1. Effective and efficient administration of Procurement Services through strategic collaboration and partnership ensuring integrity, accountability, accurate recording system and accurate reporting. 2. Support in development of new opportunities in procurement of medicines and vaccines and enhancing capacity of the Partner. 3. Effective procurement management in support of operations and programme objectives. 4. Contribution to the Office Business Processes.

Key accountabilites, duties and tasks

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Effective and efficient administration of Procurement Services through strategic collaboration and partnership ensuring integrity, accountability, accurate recording system and accurate reporting • Maintain a strategic framework for planning and implementation of procurement services on behalf of the government of Kazakhstan and civil society organisations. Coordinate with partners and UNICEF Supply Division the delivery of medicines and vaccines. Liaises with procurement services customers on any assistance that may be required regarding for customs clearance, receipt or in-country logistics of PS supplies to be arranged by the partner. • Coordinate the preparation for 2022 procurement process and ensure timely funds transfer. • Ensure timely forecasting and planning for implementation of Procurement services projects in close cooperation with Partner. Prepare and submit 2022 vaccines and essential medicines forecast to Supply Division. • Maintain effective working relations and system of contacts with the Partners, national stakeholders and Supply Division, Copenhagen, to confer on supply procurement and procedures as well as with customs and port/airport authorities at national ports of entry on the clearance of UNICEF supplies and in keeping with established protocols. • Monitor the issuance of the final statements of accounts for 2021 procurement and follow up with Partners on further actions regarding the balance or due amounts.

2. Support in development of new opportunities in procurement of medicines and vaccines and enhancing capacity of the Partner • Act as focal point when dealing with requests from Government to support national supply chain system strengthening and capacity building of Partners. • Support Partners in procurement services knowledge management, customs clearance, distribution and inventory of supplies and equipment in order to improve supply delivery. • Coordinate the project to support Partner in upgrading information system in the area of forecasting and quantification. • Support procurement of new medicines and vaccines beyond current portfolio. • Communicate with UNICEF Supply Division on planning for new categories of commodities and services.

3. Effective management of office procurement in support of operations and programme objectives • Coordinate office procurement planning and forecasting including the implementation of the office procurement plan, monitoring and reporting on performance against KPIs, providing technical advice on UNICEF procurement policies, rules and procedures, reviewing procurement specifications and administering the process of procurement. • Conduct international and local procurement through issuance of tenders, bid adjudication and contract management to obtain the best value for money and in compliance with UNICEF financial rules and regulations, and procurement procedures. Ensure wide dissemination of tenders using different channels. • Monitor contract administration in SAP by reviewing supply reports and ensure all entries and transactions are recorded appropriately and on time, flag and follow up on outstanding entries and unsettled obligations. • Maintain electronic filing system of institutional contracts and ensure availability of required documentation. • Coordinate programme supplies in response to COVID-19. Monitor progress of offshore and/or regional procurement. • Advise the partners and the country office on policies and procedures impacting on offshore and local procurement and delivery. Coordinate programme supplies procurement working plans. • Maintain partnership and collaborative relations with UNICEF, Government, UN, and bilateral counterparts in supply and logistics activities, including distribution, and monitoring supply inputs and inventory.

4. Contribution to the Office Business Processes • Assist in the identification of training needs and plan training activities in procurement services and supply administration for UNICEF’s staff/consultants and counterparts. • Provide advice to the Country Office and Government on offshore and/or local procurement policies and procedures, delivery and utilization of UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen, on supply policy and/or activities. • Quarterly monitor the LTA usage and prepare the reports from SAP. Communicate and report quality issues with suppliers and/or service agreements holders. • Support preparation/compilation of the procurement status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. Analyse supply activities and schedules related to Accounts closure and clear open items. • Provide necessary support in procurement area for big office events and customs clearance.

To qualify as an advocate for every child you will have…

• Education: Completed University degree in Logistics, Business Administration, Management, International Economics, Engineering, International Development, Contract/commercial Law or in directly related areas of specialization, including credited courses in supply, logistics, purchasing or contracting. Or, a recognized qualification in procurement and contracting. Educational qualification in relevant areas (transport or logistics operations/management, supply change management, etc.). • Work Experience: Five years of relevant progressively responsible work experience in supply, logistics, purchasing, contracting and administration and/or other related fields is required. • Language Proficiency: Fluency in English and Russian is required.
