PURPOSE OF THE POSITIONS

This requisition is being published to cover 2 Procurement Officer P3 roles. One to support the EURO region based in Istanbul and the other to support the WCO Ukraine based in Kiev.

Procurement Officer for Istanbul: In close collaboration with HQ/WRE/SHO and EURO regional procurement team, the incumbent provides specialist procurement knowledge and competencies to support emergency responses in EURO. The post is responsible for purchasing or evaluating suppliers for a vast range of commodities for EURO’s emergency programmes, primarily for the refugee-receiving countries of the Ukrainian conflict. The Procurement Officer provides advice on procurement and logistics matters, market possibilities, development of specifications and delivery schedules to the requestors who work for emergency programmes as well as recommendations to the EURO regional procurement officer, BOS, for purchasing decisions.

Procurement Officer for Kiev: Within HQ/WRE/SHO, the incumbent provides specialist procurement knowledge and competencies to support WHO Ukraine Country Office (CO-UKR) and relevant stakeholders. The post is responsible for purchasing or evaluating suppliers for a vast range of commodities that are needed for emergency programmes to respond to the Ukrainian crisis. In close collaboration with the regional procurement team in EURO and WHE EURO, the Procurement Officer provides advice on procurement and logistics matters, market possibilities, development of specifications and delivery schedules to the requestors in CO-UKR as well as recommendations to the Unit Head, OSL for purchasing decisions.

OBJECTIVES OF THE PROGRAMME

The role of the Division of Business Operations (BOS) ensures the productivity and transparency of the technical programmes and the implementation of the EPW. BOS oversees budgetary and financial accountability with a risk-based approach to support the management of entrusted resources with close attention to value-for-money principles. BOS implements projects to improve EURO’s productivity and ensure financial sustainability of the region’s structures; develop a client-oriented culture among the enabling services; strengthen Country Office capacities; and drive strategic initiatives to enhance staff motivation and productivity. BOS strives to strengthen the capacity of the Regional Office to react in an agile way to external and internal changes.

The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.

WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

Organizational context

The Procurement Officer is a professional expert in procurement matters who performs procurement and supplier management functions to support WHO's international and local procurement and various other activities related to contract management. The incumbent provides advice on procurement and logistics issues, market possibilities, development of specifications and delivery schedules. He/she coordinates and collaborates with colleagues from other BOS/PROC teams for procurement processes and activities. The incumbent participates in and leads sourcing and negotiations with suppliers. This involves exploring both local and global market and communication with vendors, issuing tenders; analysing and evaluating supplier quotes and proposals; preparing documentation and seeking necessary approvals for placing orders.

SUMMARY OF ASSIGNED DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. Please note that duty travels to Geneva HQ are anticipated at the beginning of employment to ensure proper training and onboarding.

Procurement Officer for Istanbul: The Procurement Officer is responsible for the procurement of a wide variety of goods and services in support of EURO emergency programmes, primarily for countries near Ukraine where a large number of refugees are being received.

The Procurement Officer manages the various procurement of goods or services that are required for the emergency programmes such as (but not limited to) Laboratory equipment and supplies, medicines, vaccines and diagnostics, environmental supplies, cold chain, vehicles, hospital equipment and supplies, Information Technology (IT), Office supplies, Under the direct supervision and guidance of the OSL SCM team lead OSL in Geneva and the EURO reginal procurement officer, the Procurement Officer, performs the following duties within the areas of procurement assigned to him/her.

1. Sourcing/Purchasing Planning - analyses upcoming needs of products and plans procurement activities to ensure effective and timely purchase, delivery, and payment. 2. Conducting sourcing/tendering- assists requestors in preparing their procurement forecasts and plans sourcing activities such as tendering. Based on the procurement forecast plan, executes procurement activities such as Requests for Quotations (RFQs), Invitations to Bid (ITB) , or procurement through long-term agreements. 3. Utlizing Catalogues – facilitates procurement through the WHO global goods catalogue, in coordination with the SUP Budapest team. 4. Request for Price Estimates – raise Requests for Price Estimates (RPE) in GSM when local sourcing options are not available. 5. Conducts routine and complex negotiations alone or in conjunction with senior level WHO partners. 6. Works in close collaboration with colleagues in the Finance units for matters relating to supplier management, encumbrances and payments. 7. Works in close collaboration with colleagues in the regional procurement unit for all supply related matters, following the guidance by the regional procurement officer. . 8. Actively participates in OSL and SUP Management meetings, as well as the WHO Procurement Network, contributing to the development and implementation of agreed strategies and initiatives. 9. Other duties as needed.

Procurement Officer for Kiev: The Procurement Officer is responsible for the procurement of a wide variety of goods and services in support of emergency programmes to respond to the Ukrainian crisis.

The Procurement Officer manages the various procurement of goods or services that are required for emergency programmes in response to the Ukrainian crisis such as (but not limited to): Laboratory equipment and supplies, medicines, vaccines and diagnostics, environmental supplies, cold chain, vehicles, hospital equipment and supplies, Information Technology (IT), Office supplies, Under the direct supervision and guidance of the OSL SCM team lead OSL in Geneva, and eventually WR in CO-UKR, the Procurement Officer and in collaboration and coordination with other colleagues including Finance, relevant teams in CO-UKR, performs the following duties within the areas of procurement assigned to him/her.

1. Sourcing/Purchasing Planning - analyses upcoming needs of products and plans procurement activities to ensure effective and timely purchase, delivery, and payment. 2. Conducting sourcing/tendering - assists requestors in CO-UKR in preparing their procurement forecasts and plans sourcing activities such as tendering. . Conducts routine and complex negotiations alone or in conjunction with senior level WHO partners. 6. Responsible for leading a sub-team within the Ukraine country office. Manage and facilitate the performance, engagement, and service provision of staff supervised, including through work planning; coaching; performance management and development; recruitment and onboarding for vacant positions if applicable; fostering and enabling a positive environment of trust, transparency and diversity. 8. Actively participates in OSL and SUP Management meetings, as well as the WHO Procurement Network, contributing to the development and implementation of agreed strategies and initiatives. 9. Other duties as needed.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in business administration, procurement, logistics, supply chain management, or an equivalent academic qualification Desirable: Certified training in procurement, such as from the Chartered Institute of Purchasing and Supply (CIPS) or similar

Experience

Essential:

  • At least 5 years experience in the area of procurement, including recent supervisory experience, preferably in a large organization.
  • Demonstrated experience at the international level.
  • Experience in commercial practices.
  • Solid experience in the practical application of price/costs analysis techniques and processes

Desirable:

  • Experience in purchasing within an ERP environment.
  • Experience of procurement in the United Nations or other International Organization
  • Experience in carrying out procurement in an intergovernmental or governmental organization or large multi-national organization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77'884 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1'115 per month for Kiev and USD 1'848 per month for Istanbul. Other benefits include 30 days annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
