JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of procurement operations and activities in Cox’s Bazar.

KEY ACCOUNTABILITIES (not all-inclusive)

Job holder will lead and guide the team in Cox’s Bazar and will directly report to the Head of Procurement in Dhaka. Job holder will be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed, and heavily engaged into day-to-day procurement operations;

1. Coordinate with the procurement team in Dhaka Country Office to harmonize procurement actions when and where necessary

2. Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes and contributing to successful procurement of non-food commodities or services.

3. Contribute to analysis of data to provide recommendations for process improvement.

4. Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.

5. Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.

6. Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.

7. Support training of WFP staff to take a strategic and proactive approach to the procurement of food and non-food commodities and services, for example designing and reviewing training materials.

8. Guide and lead a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.

9. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

10. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

11. Other as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION: Master’s degree in economics, Commerce, Business Administration, or other relevant field, or Bachelor’s degree with an additional relevant work experience and/or training/courses,

EXPERIENCE:

• At least 5 years of experience in goods and services procurement with minimum of 3 years of professional experience in the similar field.

• Experience on construction and/or retails procurements, supplier relationship management, goods and services market intelligence, communicating and coordinating with UN agencies or large international conglomerates, servicing client units or client offices.

• Demonstrated experience coordinating procurement processes with other units/ teams (e.g., Administration, IT, Engineering, Logistics, Retail, Cash-based transfers, etc).

Language: Strong communication skill in English and Bangla
