BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Madagascar is a low-income, food-deficit country, ranking 164 out of 189 countries in the 2020 Human Development Report. The COVID-19 crisis reversed more than a decade of gains in income per capita and pushed the poverty rate to a new record high of 81 percent. Madagascar’s unique natural environment is increasingly under threat from deforestation, habitat destruction and climate change. The severely degraded soils have a negative impact on food security. Environmental degradation is further exacerbating the island’s vulnerability to natural disasters which in turn affects its agricultural driven economy. In the past four decades, more than 50 extreme climate shocks have regularly struck the island. The South and Southeast suffers from recurrent droughts, whilst cyclones and floods can hit several regions of the country, particularly the eastern coast. In 2022, the situation has slightly improved in the South while overall the situation remains critical due to late rains, worm arms which have affected current crops. Moreover, the South-East population affected by devastating cyclones remains in a serious status of food insecurity. A total number of 1.6M people need food assistance according to latest IPC analysis.

Supply Chain and in particular Procurement plays a key role in scaling-up WFP emergency responses and in supporting a transition to resilience and recovery programmes.

The Procurement strategy for Madagascar is geared toward building and expanding local supplier base for local sourcing of key commodities (including for special nutritious food), pro small-holder farmers purchase; improving supplier performance management as well as improving efficiency in daily procurement transactions.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Head of Supply Chain, the Procurement Officer shall undertake the following task within the Procurement team (5 staff):

STRATEGY

  1. Support the design of a holistic and evidence-based Procurement Strategy as aligned with the Country Office Strategic Plan. This includes collecting data, thorough subsequent analysis to delivercost efficiency analysis for sourcing and developing local producers, streamlining and improving efficiency of daily tasks as well as innovative projects supporting Programme requirements (retailer contracting, supplier onboarding, defining a pro small-holder procurement approach).

  2. Implement the pro small-holder farmer/ Local Procurement strategy in Madagascar on selected commodities to strengthen the resilience of local stakeholders, leveraging WFP purchasing power toward the Zero Hunger objective.

  3. Identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered. This means extending WFP supplier base for both food and non-food items and coaching new suppliers to ensure smooth contract execution.

  4. Expand the onboarding of local suppliers for special nutritious food to become regional/globally accredited WFP suppliers.

  5. Develop an evidence-based supplier management tool to ensure best value for money and supplier coaching.

  6. Develop and review a set of KPIs to ensure agile, customer-centric and efficient procurement operations.

  7. Provide suggestion and implement a team strategy (people’s management) to ensure high delivery, trained staff and high moral across the procurement team.

  8. Develop adequate training path for the local procurement team based on the Procurement strategy, including leveraging on global and regional best practices.

EXECUTION & COMPLIANCE

  1. Provide guidance to draft, review procurement documents (RFQ, RFP, contracts, etc..) as aligned with WFP procedures and regulations. Subsequently, lead the evaluation of offers, negotiate and award contracts.

  2. Collate information and draft appropriate responses to recommendations to support auditing of procurement activities and ensure conformity with compliance rules

  3. Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring and verification of deliveries.

  4. Act in an assigned emergency response capacity as required to meet emergency food assistance needs

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree (Master or equivalent) in Economics, Supply Chain, Legal, Accounting, Engineering, Business Management or other related field, or First University degree (Bachelor or equivalent) with additional years of related work experience.

Certificates and/or additional training in Negotiation Skills is strongly desired.

Desired Work Experiences:

At least 6 years of work experiences in the following sectors: Public Procurement; commodity trading; supply chain in the private or public sector.

Humanitarian experience is an advantage for this position.

Experience working in food commodity market including performance and contract management is desired.

Experience in leading a team is desired.

Desired Skills:

The candidate should be able to work independently, be proactive and client oriented.

Excellent communication and negotiation skills.

The candidate needs to show great flexibility and resilience to stress; be willing to work in remote locations and display cultural sensitivity and openness.

Languages:

Fluency in both oral and written communication in English and French.
