OBJECTIVES OF THE PROGRAMME

The Procurement Officer is a senior professional expert in procurement and supply chain matters. The Procurement Officer leads the Global Contracting and Procurement (GCP) team and arranges sourcing and provides advice on procurement and logistics issues, market possibilities, development of specifications and delivery schedules in relation to a range of medical, health, and business-related goods and services, including hospital equipment, medical devices, laboratory equipment, drugs and biological supplies, cold chain equipment, insecticides and pesticides, vehicles, IT and communications equipment, administrative supplies.

DESCRIPTION OF DUTIES

Under the guidance of the Unit Head, Global Procurement and Logistics, the Procurement Officer manages the Global Contracting and Procurement (GCP) team within GPL and will provide category expertise and oversee procurement carried out by teams of category specialists in hospital equipment, medical devices, laboratory equipment drugs and biological supplies, cold chain equipment, insecticides and pesticides, vehicles, IT and communications equipment, administrative supplies. He/she coordinates and collaborates with colleagues from the GPL Global Shipping team, the GPL Global Processing team for procurement and supply related activities; with SUP colleagues in Geneva and Budapest regarding the establishment of Long Term Agreements and category management strategies; with colleagues in WHO country offices regarding their procurement requirements; with colleagues from the World Heath Emergency programme regarding emergency procurement and supplies; and participates in and leads negotiations with suppliers.

- Responsible for leading the Global Contracting and Procurement (GCP) team within GPL. Manage and facilitate the performance, engagement, and service provision of employees supervised, including through work planning; coaching; performance management and development; recruitment and onboarding for vacant positions if applicable; fostering and enabling a positive environment of trust, transparency and diversity.

- Actively participate in GPL and SUP Management meetings, contributing to the development and implementation of agreed strategies and initiatives.

- Responsible for procurement and supply of some of the categories within GCP, in addition to overseeing procurement carried out by the other categories within the team, ensuring consistency of approach, in support of WHO programmes and initiatives worldwide.

- Execute procurement activities including procurement planning, market research, tender management and evaluation, contract negotiations, contract award review and approval, contract management.

- The Procurement Officer sources providers of the requested goods or services and ensures appropriate procurement strategies, modalities and instruments are applied based on individual case requirements, utilizing expert knowledge of category management, procurement policies and instruments.

- Creation, implementation and oversight of proper monitoring and control of procurement processes in the Global Contracting and Procurement (GCP) team, including organization of requests and prioritization of work.

- Ensures procurement contracts and contractors are optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms.

- Carries out procurement activities such as forecasting, assisting technical units in preparing their procurement forecasts, preparing procurement reports using pertinent data from the Global Management System and other sources.

- Engages in continuous collaboration and coordination with other colleagues in GPL, SUP and GSC, WHO Headquarters, Regional Offices and WHO Technical Units, Programmes and Partnerships, and other UN Agencies. Works in close collaboration with colleagues in the Global Finance for matters relating to supplier management, encumbrances and payments.

REQUIRED QUALIFICATIONS

Education

Essential:

- An advanced level university degree in procurement, supply chain, economics, law, business,pharmacy, biochemistry, microbiology or other related medical engineering fields. Desirable:

- A qualification in a field related to public health (humanitarian matters, medicine, pharmacological, biological or paramedical sciences, etc.).

- Chartered Institute of Purchasing and Supply (CIPS) qualifications or alternate equivalent.

Experience

Essential:

- At least seven years' experience in procurement, including supervisory experience preferably in a large organization.

- Demonstrated experience managing human and financial resources.

- Demonstrated experience at the international level. Desirable:

- Experience in the practical application of global or regional strategic sourcing approaches, whichmay include category management, contract negotiation or contract management.

Skills

Essential:

- A sound knowledge of good practice in public procurement.

- Technical knowledge in one or more commodities procured by the GCP team, such as hospital equipment, medical devices, laboratory equipment, drugs or biological supplies, cold chain equipment, insecticides and pesticides, vehicles, IT or communications equipment, administrative supplies.

- Ability to take a leadership role, to supervise staff and to build collaborative relationships.

- Persuasive and clear communication and interpersonal skills.

Desirable:

- Some knowledge of WHO or UN procurement policies, procedures, rules and technical guidance notes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2959 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
