OBJECTIVES OF THE PROGRAMME

Since 2011, Syria's protracted crisis has taken an extensive toll on its population, causing extensive destruction to the country's infrastructure (including destruction of health facilities), devastation of the economy, tremendous loss of human life and deterioration of the country's ability to provide basic social services.10 years of war in Syria deeply fractured all health systems building blocks, which has implications for WHO to invest to restart and rebuild its core functions. On one hand, MoH has to support the new functions like overarching health vision, regulation, coordination, reporting on international commitments, etc. On the other hand, it has to respond to the needs of governorates to strengthen their fragile health system in emergency context. Thus, WHO needs to create synergy and alignment among the various strategic priorities and plans (global, regional, national), as well as the priorities of the United Nations Development Assistance Framework (UNDAF). Creating this synergy and alignment will be essential to advance the WHO's organizational effectiveness and ensure WHO's relevance at country level.

DESCRIPTION OF DUTIES

  1. Provide input to the Head of WHO Country Office (HWCO)Conduct the implementation of procurement services for the department/office on a wide range of services and commodities.
  2. Administer procurement resources and ensure compliant and efficient use of standard operating procedures of procurement.
  3. Monitor the overall activities of procurement, logistics, and contracting services for the office through the use of the GSM oracle system and other procurement tools, providing reports, data and statistics.
  4. Provide guidance on procurement, logistics, contracting services to managers and staff.
  5. Prepare and monitor the implementation of procurement work plan activities ensuring objectives and priorities are met and on track.
  6. Ensure smooth running of operations of procurement services including goods and services, travel, communications, and information technology needs of the office, and local service vendor requirements.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Business Administration, Public Administration, Management, or related field Desirable: Master's degree in Business Administration, Public Administration, Management, or related field.

Experience

Essential: A minimum of five years' experience, some of which in an international context, working in the area of procurement services, and logistics services for a programme. Experience using Enterprise Resource Planning Oracle systems or similar packages. Desirable: Experience in a developing country in the area of immunization. Experience working in a WHO-graded emergency country.

Skills

  • Sound knowledge and skills in procurement and budget.
  • Concrete skills in implementing operations of procurement services and processes.
  • Sound skills in utilizing Enterprise Resource Planning Oracle systems or similar packages.
  • Strong computer skills in office applications including excel, PowerPoint, and word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1491 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
