You have:

  • At least 5 years of professional work experience at the international level in procurement and supply chain management in crisis countries, preferably with UN agency
  • UNDP Procurement Certification Level 1 is mandatory (to be completed within 6 months of appointment)
  • CIPS (level II, III, IV) is an asset
  • Prior procurement experience in high volume processes is an asset
  • Solid experience in the management of people and systems in high-pressure environments
  • Experience of UN or UNDP procurement policies and procedures highly desirable
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills
  • Excellent interpersonal skills; culturally and socially sensitive
  • Ability to work and adapt professionally and effectively in a challenging environment
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.)
  • Self-motivated, ability to work with minimum supervision

Contract

This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Under the overall guidance and direct supervision of the project manager, the UNV is responsible for managing cost recover of the Project and effective delivery of procurement services in order to obtain the best value for money in the Project. He/she promotes a collaborative, client-focused, quality and results-oriented approach in the Project.

Within the delegated authority and under the supervision of Project manager, the UN Volunteer will: Ensures elaboration and implementation of operational strategies focusing on achievement of the following results: • Facilitates full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies including elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system. •Facilitates Procurement business processes mapping and elaboration of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in the project, harmonization of the workflows in the office. • Support elaboration and implementation of contract strategy, including tendering processes and evaluation, contractor appraisal, and evaluation, management of the contract and contractor, legal considerations and payment conditions, risk assessment. • Provides training and guidance to a team of procurement staff within the project and develops work plans and priorities, monitors achievements and evaluates performance of staff. Ensures efficient management of procurement processes for the project, focusing on achievement of the following results: • Ensure timely and proper preparation of project’s procurement plans; • Ensure utilization of Uses the existing LTA architecture for procurement of goods and services. • Implementation of proper monitoring system and control of procurement processes including organization of tender documents, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts through procurement unit in full compliance with UNDP rules and regulations. • Implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared, approved in Quantum and dispatched. Ensure timely corrective actions on POs with budget check errors and other problems. • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in project procurement. • Actively participates in operating as one and towards strengthening governmental capacity and provides support and guidance to project’s stakeholders in procurement at all stages of the procurement cycle where appropriate. Ensures elaboration, introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results: • Collaborates on the development and/or review of tools, processes and systems for the planning, management and monitoring of procurement activities. • Conducts market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services in consultation with procurement unit. • Collaborates with corporate procurement colleagues to oversee adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations. • Prepares a variety of procurement related documents, including purchase orders, contracts, communications, guidelines, instructions etc. Ensures facilitation of knowledge building and knowledge sharing in the Project focusing on achievement of the following results: • Maintaining electronic and hardcopy files and records to ensure proper accountability. • Developing and implementing knowledge management strategies to capture, organize, and disseminate knowledge. • Promoting the use of best practices and lessons learned across projects and teams. • Supporting the creation of knowledge products such as reports, case studies, and toolkits. • Leveraging technology and platforms to enhance knowledge sharing and collaboration. • Organizing training sessions, workshops, and events to build knowledge-sharing culture. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
