iDE is seeking applications for a Procurement Officer to assist the Senior Operations and Grant Manager with overseeing and managing project-specific procurements, engaging consultants, and tracking elements, ensuring all procurements comply with iDE and donor policies and requirements.

The MUSA project aims to support the Government of Madagascar (GoM) to lead the Urban Sanitation sector and improve access to and use of sanitation products services in selected urban and peri-urban areas by strengthening the enabling environment for sanitation, improving the supply of and demand for sanitation products and services and improving key behaviors that contribute to the activity objectives. iDE is also pursuing other development projects or program opportunities in Madagascar, notably in the WASH and Agriculture sector (Other Projects/Programs).

The Scope of Work

The Procurement Officer supports the USAID Dio Sera core and country teams in preparing, reviewing, tracking, and managing consultancies and procurement requests. S/he will collaborate closely with finance and technical staff across the project and with our subgrantees to assist them in navigating project procurements. The Procurement Officer will also be responsible for tracking project assets and inventory and properly filing contractual documents.

This position is based at the iDE office in Antananarivo, Madagascar and will report directly to Senior Operations and Grant Manager or her/his designee. They will work closely with the iDE Madagascar Finance Department, iDE Regional Finance Manager and the Director of Global Operations.

Requirements

RESPONSIBILITIES

The Procurement Officer will:

  • Partner with the technical and leadership teams to support the compliant recruitment and hiring of consultants, including ensuring proper competition and documentation of positions and drafting consultant agreements and amendments based on scopes of work provided by technical teams;
  • Develop and update monthly procurement plans;
  • Lead iDE Dio Sera teams through all procurement processes, including the development/review of scopes of work, requests for quotations/proposals, and engagement of vendors and service providers;
  • Prepare, maintain, and review purchasing files, reports, and price lists for the office;
  • Check procurements to ensure orders are filled correctly, and goods meet specifications; compare prices and delivery dates to determine the best bid among suppliers; maintain documentation of purchase orders and verify invoices for payment with Finance;
  • Prepare Selection Memos, price comparison tables, section 889, and terrorism checks;
  • Assist in the tracking of all non-expendable equipment (NXP) and IT equipment for the project ,including subcontractors, field offices, subcontractor field offices, and project office;
  • Manage the establishment of the tracking system as well as track project purchase orders to allow for timely and accurate payment;
  • Collaborate with teams to review contractual requests under iDE and funder policies, understand and identify problem areas, facilitate solutions, and recommend process improvements;
  • Assisted with USAID Dio Sera and RANO contract organization and project documentation filing.
  • Perform other duties as determined by the needs of the office

EDUCATION

  • Bachelor’s degree or its international equivalent in Financial Management, Business Administration, Finance, Accounting, Procurement or another relevant field,

WORK EXPERIENCE

  • A minimum of three (3) years of operations, procurement, and/or financial management experience in international development assistance programs;
  • Experience with and knowledge of USAID procurement policies and procedures is required;
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision;
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector;
  • Excellent written and oral communication skills.
