1. Organizational Context

a. Organizational Setting

The position is in the Procurement Section, Central Services Division, Administration and Management Sector.

The Section is responsible for the procurement of general supplies, equipment, and professional services provided by private commercial entities, non-profit organizations or by individuals, to support WIPO's various programs. The Section aims to provide responsive, effective, and quality procurement services and business advice, while achieving the best value for money and ensuring a fair, competitive, and transparent process in accordance with sound procurement principles.

b. Purpose Statement

The Procurement Officer provides procurement expertise, and assists clients and stakeholders to plan, develop, and manage procurement actions to effectively meet organizational and business objectives, ensuring compliance with applicable rules and regulations.

The Procurement Officer has legal authority to enter into commercial agreements on behalf of the Organization within the limits specified in applicable regulations.

c. Reporting Lines

The incumbent works under the supervision of the Senior Procurement Officer.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Provide strategic and technical guidance to clients and stakeholders during all phases of the procurement cycle including planning, definition of the procurement strategy, vendor performance and contract management.

b. Analyze requests for and perform the full range of procurement and contract management activities including review of specifications, tendering, running of selection processes and evaluation of suppliers, while using the latest digital procurement tools.

c. Develop market expertise by regularly carrying out market reviews to propose comprehensive procurement strategies to clients; identify and analyze market trends, developments and buying best practices to maximize efficiencies; keep abreast with latest procurement trends.

d. Carry out contract negotiations on behalf of the Organization, securing high quality services at the right price that meet business objectives and comply with WIPO's regulatory framework, draft, review and sign contractual documents within delegated authority.

e. Regularly review the procurement plan for areas under his / her responsibility and monitor and follow up on actions to be completed; evaluate and monitor contracts to be sure that suppliers comply with contractual terms and conditions and to determine the need for changes; provide advice to contract managers on vendor performance reviews; collect, collate and analyze data from reviews, report findings to relevant stakeholder and make recommendations where applicable.

f. Manage contract life cycles by maintaining accurate and reliable records in the Organization's IT systems; run regular reports on contract status, review and analyze data and take action where required.

g. Prepare and present cases to the Contracts Review Committee and participate in other procurement-related meetings with clients and suppliers.

h. Provide advice, information, and guidance on procurement-related matters to staff across the Organization to encourage good governance and the adoption of best practice in procurement; promote positive relationships with internal clients and suppliers.

i. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in procurement, business administration, public administration, commerce, law or a related field.

Education (Desirable)

Level 3 Chartered Institute of Purchasing and Supply (CIPS) certification or a qualification at an equivalent level granted by a professional association.

Experience (Essential)

At least six years' experience in procurement, contract management, contract administration, category management or supply chain management.

Experience (Desirable)

Experience carrying out procurement activities for services or non-manufacturing at the international level for an intergovernmental or governmental organization or large multi-national organizations.

Experience using digital procurement systems such as electronic tendering systems, contract management or vendor management systems.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of French.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the May 2024 rate of 85.9%

Additional Information

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate’s appointment will be subject to an overall term of five years in this position, with no possibility of renewal beyond that term. S/he may, however, apply and be considered for other positions at WIPO.

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
