OBJECTIVES OF THE PROGRAMME

All Member States of WHO in the European Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying value of equity as described in the General Programme of Work.

The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.

WHO’s mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.

The WHO Country Office supports the Member State to shape its health policy in line with WHO’s principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system and provides technical support as necessary.

The Mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies

Organizational Context:

  1. Under the direct supervision of the Operations Support & Logistics (OSL) Team Lead or IM, the overall guidance of the WHO Head of Country Office and within the delegated authority the incumbent will support the procurement of all necessary supplies required for the WHO CO managing the incident, tracks inventory, and liaises with logistics and HR to provide supplies and equipment to the WHO response team. The incumbent will have ongoing contacts with the Regional office, the Global Service Center (GSC) and HQ Procurement Team.
  2. The incumbent will closely work with suppliers to establish a professional pre-qualification of potential bidders for key goods and services and negotiate effective deals after approval of the Contract Review Committee; ensuring the coherent application of WHO related rules, SOPs and consistent implementation of delegated authorities and responsibilities

DESCRIPTION OF DUTIES

Within the context of the WHO Country Office Türkiye and the IMS Earthquake response, the incumbent will support the procurement and delivery of supplies and services essentially needed for the efficient and speedy implementation of the WHO Country office EQ response activities including outbreaks and health emergencies at the country level, in full compliance with WHO rules, the Standard Operating Procedures (SOPs) and within delegation of authority.

1. Support the procurement and contracting activities at the country level. This includes preparing cost estimates and procuring equipment and supplies locally and through the Global Management System (GSM).

2. Review procurement requests received from the OSL and incident management team as well as other sub-offices, review various contractual documents for compliance with contract specifications; authorize the payment of suppliers and freight forwarder invoices in coordination with the budget and finance team.

3. Monitor the preparation and distribution of invitations for bids and requests for quotation to qualified suppliers. Review offers and certifications and provide input on contract awards, in compliance with the WHO standards, policies and procedures. Verify regulatory restrictions and technical specifications.

4. Compile, track and update the suppliers’ database, prepare suppliers' performance evaluations, identify, and take appropriate action regarding suppliers who repeatedly fail to comply with the terms and conditions of their contracts.

5. Follow up on payment and liquidation of encumbrances with the Finance Officer.

6. Draft audit responses, review and follow- up on any outstanding audit recommendations related to the procurement of goods or services.

7. Work closely with the Global Service Center (GSC), Regional Office and HQ Procurement Teams to follow up on shipments and provide updates on delivery status or delays; resolve any outstanding issues.

8. Provide notice of shipment to consignees; prepare claims for lost, damaged or incorrect shipments and assist in obtaining settlements as necessary; coordinate the resolution of claim issues with suppliers concerning their non-compliance with contractual terms and conditions.

9. Set up and maintain an appropriate documentation and archiving system to allow easy retrieval and use of purchase authorization/purchase orders and reports received.

10. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in pharmacy, business or public administration, procurement, logistics or a field related to purchasing, from a recognized university

Desirable: An advanced university degree or professional qualification in procurement from an accredited/ recognized institute

Experience:

Essential: At least two years of relevant experience in procurement and contracting operations

Desirable: Experience in in developing countries. Prior humanitarian working experience at field level, with WHO, other UN agency, health cluster partners, recognized humanitarian organizations or with an international nongovernmental organization.

REMUNERATION:

WHO offers staff in the National Professional category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 32,826 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
