OBJECTIVES OF THE PROGRAMME

Des unites d'appui administratif aux pays (CSU) ont ete creees dans la structure organisationnelle pour fournir un appui aux responsables de service et aux membres du personnel a assumer pleinement leurs responsabilites dans l'environnement du Systeme mondial de gestion (GSM) et garantir le respect des politiques, procedures, regles et reglements institutionnels sur toutes les questions et transactions administratives et financieres dans le contexte d'un systeme de planification des ressources institutionnelles (ERP).

DESCRIPTION OF DUTIES

Sous la supervision generale du Representant et sous la supervision directe de l'Administrateur charge des operations au bureau pays de l'OMS Mali, le ou la titulaire du poste devra s'acquitter des principales taches suivantes:Conseiller le chef du bureau de pays de l'OMS pour une prise de decision eclairee sur les transactions relatives aux achats;Coordonner la preparation et la soumission des plans d'achat par les differents groupes organiques du centre budgetaire;Preparer et surveiller la mise en œuvre du plan d'achat en veillant a ce que les objectifs et les priorites soient atteints et sur la bonne voie;Evaluer les demandes emanant des unites techniques et des partenaires et prodigue des conseils sur le respect des regles et reglementations de l'Organisation;Administrer les ressources des achats et veiller a l'utilisation conforme et efficace des modes operatoires normalise relatifs aux achats;Tenir a jour la base de donnees fournisseurs prequalifies et evalues;Maintenir et surveiller les activites globales des services d'achat, de logistique et de passation de marches pour le bureau en utilisant le systeme Oracle dans le GSM oracle et d'autres outils d'achat, y compris l'informatique decisionnelle (BI), et en fournissant des rapports, des donnees et des statistiques;Fournir des conseils aux responsables et gestionnaires d'unite ou de programme et aux membres du personnel sur les achats, la logistique et les services contractuels;S'assurer du bon deroulement des operations d'achat, y compris la commande et la livraison des biens et services;Entretenir des contacts reguliers avec l'unite Passation de marches et achats (CPS) du Bureau regional et assurer le suivi des decisions prises par le Comite d'examen des contrats (CRC);Assurer le suivi de l'expedition des articles commandes avec les societes d'expedition et assure la liaison avec les autorites locales pour l'exoneration fiscale et le dedouanement en temps utile des biens;Assurer le secretariat du comite local des achats;Analyser et/ou evaluer la performance des fournisseurs avec d'autres membres du personnel designes; et Suivre et faire respecter les politiques et procedures d'achat de l'organisation.Veiller au respect de la politique en matiere de voyages ;S'acquitter des autres taches connexes qui lui sont confiees.

REQUIRED QUALIFICATIONS

Education

Essential: Un diplome universitaire de premier cycle en approvisionnement, logistique, en gestion, Administration commerciale ou publique ou un domaine lieaux achats, obtenu aupres d'une universite reconnue. Desirable: Un master ou une qualification professionnelle en approvisionnement/achats ou enlogistique, en gestion d'un institut accredite/reconnu.

Experience

Essential: Auminimum deux (02) annees d'experience pratique et progressive a un poste de responsabilite dans le domaine des services d'achat et des services logistiques dont une (01) dans un contexte international.Une experience a l'utilisation des systemes de planification des ressources institutionnelles ou de progiciels similaires. Desirable: Une experience professionnelle de la gestion des achats au niveau national et international dans un contexte d'urgences serait un atoutExperience du travail humanitaire sur le terrain, avec l'OMS, ou une autre agence des Nations Unies,des organisations humanitaires reconnues ou une organisation nongouvernementale internationale.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1990 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
