OBJECTIVES OF THE PROGRAMME
Working under Outcome 4.3of GPW 13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Procurement and Supply Services (SUP) aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery ofWHO programmes.The Department has a responsibilityfor developing supply policies and processes applicable worldwide for sourcing,contracting, purchasing, shipping goods globally and for supporting the procurementof services.
DESCRIPTION OF DUTIES
Under the direct supervision of the Team Leader, Procurement Cooperation, the incumbent:
1. Provides guidance to internal clients on procurement procedural matters and on developing adequate Terms of Reference and Requests for Proposal.
2. Provides ongoing guidance to Technical Units to ensure compliance with procurement policies and processes, advising on the tender processes, contractual and financial tools, contractual matters, contracts management and administration related to procurement of services.
3. Conducts High Value Requests for Proposals on the eTendering system in close collaboration with HQ Requesting Units: reviewing tendering documents,conducting the formal screening of proposals, ensuring proper communication with bidders, organizing presentations and Bids openings. Carefully tracks progress and follows up with the Requesting Units on the processing of their tenders.
4. When required participates as an evaluation panel member for Requests for Proposals, including (but not limited to) to the financial evaluation of high-value Requests for Proposal.
5. Contributes to the delivery of procurement training for WHO Headquarters staff of all levels.
6. Contributes to the development and dissemination of communication tools to enhance knowledge of procurement principles and policies in HQ.
7. Publishes tender documents on the United Nations Global Marketplace (UNGM) after having checked their quality.
8. Participates with or in place of the supervisor in meeting with suppliers or technical units.
9. Liaises withTechnical units and assists in facilitating the interface between technical units and Supply (including its processing Team).
10. Actively contributes to the development of new tools or operating procedures.
11. Performs other related duties as assigned.
Essential: First university degree public procurement, business administration, or other field closely related to the position from an accredited/recognized institution.
Desirable: Certified training in procurement (CIPS or equivalent).
- A minimum of five years' experience in the area of procurement, preferably in the field of Services procurement.
- Experience working at the international level.
- Sound knowledge of best practices of procurement.
- Experience using Oracle Enterprise Resource Planning or similar packages.
- Experience in delivering trainings.
- Strong skills and knowledge in the area of international supply and procurement.
- Excellent knowledge of best practices of services procurement
- Strong interpersonal skills to work with people across the Organization, ability to instill confidence, negotiate,and implement change.
- Demonstrated ability to act independently and exercise sound judgment.
- Ability to work closely with international officials at all levels.
- Excellent English writing and editing skills.
- Demonstrated knowledge of UN procurement principles and practices.
- Proven skills in project planning.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3709 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
