Org. Setting and Reporting The United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance; including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti.

This position is located in the Office of the Chief of Mission Support, BINUH. The incumbent will be based in Port-au-Prince, Haiti and will report to the Chief Supply Chain Management.

Responsibilities Within the limits of delegated authority, the Procurement Officer will be responsible for performing the following duties:

  • Serve as a senior procurement and contracting expert with responsibility for the supervision of the team carrying out a wide variety of supplies and services associated with contracts and procurement activities, in accordance with the United Nations Established Procurement procedures and the United Nations Financial Rules and Regulations.
  • Monitor and supervise the development and preparation of contracts for procurement of non-routine and technologically advanced commodities or long-range services; monitor the issuance of international tender invitations; supervise the evaluation of responses to tender, and make recommendations for finalization of purchases and award of contracts; sign procurement orders up to the authorized limit, monitor the signature of lower delegations of procurement authority, and, in cases where the amount exceeds authorized signature authority, prepare submissions to the Contracts Committee for review and subsequent approval by the authorized official.
  • Analyze, evaluate and process procurement requests and ensure that technical specifications are thorough in terms of completeness; also ensure appropriate and measurable evaluation criteria in accordance with best value for money principles and policies.
  • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions;
  • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stages of the procurement cycle;
  • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations;
  • Provides inputs in formulating strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects;
  • Establishes and maintains work program and schedule for ongoing contracts and newly planned ones; Participates in negotiations with senior supplier representatives; within delegated authority approves and signs procurement orders up to the authorized limit and prepares submissions to Senior Procurement Officers or to the Contracts Committees for review and subsequent approval by the authorized official for cases where the amount exceeds authorized limit;
  • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of goods and services;
  • Provides substantive inputs to identifying new technologies, and products/services, evaluates and recommends potential supply sources;
  • Oversees adherence to contractual agreements, recommends amendments, extensions and termination of contracts, and further advises concerned parties on contractual rights and obligations;
  • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc.;
  • Provides guidance to and may supervise staff at the lower level.

Accountability: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable

Education Advanced university degree (Master's degree or equivalent) in Business Administration, Public Administration, Commerce, Engineering, Law or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Professional certification by an internationally recognized procurement certifying authority (CIPS Level 4 or equivalent) is required.

Job - Specific Qualification An adequate professional certification by an internationally recognized procurement certification authority (CIPS Level 4 or equivalent) is required.

Work Experience A minimum of five years of progressively responsible experience in procurement, contract management, administration or related field is required.

Working knowledge of Umoja or similar ERP system in the area of purchasing and/or supply chain is desirable.

Experience working with the Financial Regulations and Rules of the United Nations or a similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both oral and written) is required.
