OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries and coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

The procurement officer contributes by ensuring high-quality, consistent, and responsive supply services through a collaborative approach to procurement hence supporting the efficient delivery of WHO programmes. S/he has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing, and shipping of goods and services. The Procurement Officer leads a team of procurement specialists and undertakes a range of complex procurement activities.

PURPOSE OF THE POSITION

In the context of the WHO Health Emergencies Preparedness and Response (EPR) incident management system (IMS), at regional and hub level, the Procurement Officer provides specialist procurement knowledge and competencies that ensure the swift and reliable delivery of a comprehensive array of procurement and sourcing services to the IMS and countries in the region.

DESCRIPTION OF DUTIES

  • Conceptualization, elaboration, and implementation of procurement and contract strategy, including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations, and payment conditions as well as risk assessment.
  • Preparation and review of technical specifications, terms of references, scope of works for procurement projects in a range of commodities, including health, pharmaceutical, and office equipment.
  • Establishment of procurement process monitoring systems and mechanisms to eliminate deficiencies in WHO procurement activities for goods.
  • Lead strategic and operational procurement projects by planning, developing and managing all procurement-related aspects of solicitations for complex and diverse commodities by taking into account sustainability aspects, local economy, and other market or political conditions.
  • Preparing the case presentations for review and recommendation by the appropriate contract review body.
  • Formulating strategies and designing innovative solutions to minimize and resolve issues/conflicts for complex procurement projects.
  • Establishing and maintaining the work program and schedule for ongoing contracts and newly planned procurements.
  • Conducting market research to keep abreast of market developments, researching and analyzing statistical data and market reports on the world commodity situation, production patterns, and availability of commodities relevant to WHO.
  • Identifying new technologies, and products/services, evaluating and recommending potential supply sources, and updating the procurement program based on these results.
  • Ensuring full compliance with WHO procurement rules and regulations.
  • Engaging in continuous collaboration and coordination with other colleagues in SUP, in WHO Headquarters, Regional Offices, and WHO Technical Units, Programmes and Partnerships.

REQUIRED QUALIFICATIONS

Education

Essential: Master degree in procurement, supply chain, economics, law, business, pharmacy, biochemistry, microbiology or other related medical engineering fields

Desirable:

Experience

Essential:

  • At least seven years' experience in the procurement with a public health focus, including supervisory experience preferably in a large organization.
  • Demonstrated experience managing human and financial resources.
  • Demonstrated experience at the international level.

Desirable: Experience in the practical application of global or regional strategic sourcing approaches, which may include category management, contract negotiation, or contract management.

Skills

  • A sound knowledge of good practice in public procurement, category management, or supply chain in an international environment.
  • Sound knowledge in one or more health related commodities, such as hospital equipment, laboratory equipment, drugs, and medicines.
  • Ability to take a leadership role, to supervise staff, and to build collaborative relationships.
  • Persuasive and clear communication and interpersonal skills.

Desirable:

Some knowledge of WHO or UN procurement policies, procedures, rules and technical guidance notes would be an advantage.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 75,602 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
