What we are looking for

NRC Ukraine is in search of a highly qualified, experienced, senior procurement professional to join the mission. The role holder will ensure that all procurement undertaken by NRC in/for Ukraine is complete in accordance with NRC and donor requirements in a timely and efficient fashion to support programme/project implementation.

What You Will Do

  • Ensure that all procurement processes in Ukraine follow a SOP (Standard Operating Procedure) and these are reviewed and updated, when necessary.
  • Ensure that NRC procurement tools and systems are implemented in the country, all procurement specific NRC and donors’ rules and policies are understood and respected.
  • Manage, mentor, and build the capacity of the team to effectively accomplish procurement at all levels within Ukraine.
  • Lead international procurement processes and communicate with international suppliers, transporters, freight forwarders, custom clearance brokers / agents to ensure timely delivery.
  • Ensure NRC completes efficient and effective due diligence on suppliers and maintains an updated, fit-for-purpose supplier database.
  • Follow up with vendors on performance concerns and establish definite action points.
  • Consolidate and follow up (annual) procurement plans.
  • Maintain oversight of all purchase and service contracts to ensure compliance, ensure NRC interests are protected and to initiate Framework Agreements, when necessary.
  • Provide an enabling environment for the implementation of cash-based interventions, through working across programme and support teams and the development of relevant guidance and SOPs.
  • Contribute to the identification of opportunities to implement cash-based interventions and market-based programmes by participating in assessments and response analysis discussions.
  • Support the ongoing review and reorganization of procurement departments at area and field office levels ensuring adequate segregation of functions in procurement while maintaining an efficient overall system.
  • Ensure that transactions are documented, stored and accessible as per standard procedures, and a clear audit trail is in place.

What You Will Bring

  • Minimum 3 years’ experience working as a senior Logistics Manager / Supply Chain / Procurement Manager in a humanitarian / recovery context and / or international context.
  • Experience working in complex and volatile contexts.
  • University degree or Certification in e.g. Logistics and/or Supply Chain Management (desired).
  • International procurement experience for non-standard services.
  • Profile in leadership and proven skills in building capacity of a team.
  • Fluency in English, both written and verbal.
  • Knowledge of the context in Ukraine and/or Eastern Europe.
  • Experience in a large-scale operation with decentralized procurement across multiple area offices and high value international procurement from diverse countries is an advantage.
