Support programme teams in procurement planning and compliance.
You have:
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Logistics, or a related field
- Minimum 3 years of progressive experience in procurement and logistics, preferably in an INGO/UN, donor-funded programme, or similarly regulated environment with strong compliance requirements
- Demonstrated experience applying organizational procurement policies, delegated authority frameworks, ethical procurement standards, and donor compliance requirements across the full procurement cycle
- Proven capability to coordinate and document competitive sourcing processes, including drafting solicitation documents, managing bid communications, supporting bid openings, preparing evaluation summaries, and ensuring transparent and defensible award decisions
- Experience supporting contract administration and vendor management, including service-level expectations, delivery terms, performance follow-up, and contract/PO tracking
- Demonstrated experience coordinating logistics activities such as transport arrangements, dispatch planning, delivery follow-up, and maintenance of delivery documentation
- Strong track record maintaining complete procurement files and logistics documentation to meet internal and external audit standards
- Experience supporting humanitarian operations and/or emergency procurement including working with urgent timelines, constrained markets, and rapidly changing priorities while maintaining compliance

The opportunity:
- Support programme teams to develop and maintain realistic procurement plans aligned with workplans and budgets, including lead times for emergency response;
- Ensure all procurement actions comply with Plan International policies, delegated authorities, and donor requirements (competition thresholds, documentation standards, ethical procurement);
- Prepare RFQs/RFPs, manage solicitation processes, and support competitive bidding in line with thresholds and approved procedures;
- Prepare and process POs in SAP/ERP and ensure alignment between specifications, budgets, approvals, and delivery terms;
- Coordinate logistics for movement of goods and supplies, including transport arrangements, dispatch planning, and delivery scheduling;
- Ensure delivery verification is completed (GRNs, waybills, proof of delivery) and that documents are filed consistently;
- Maintain and regularly update the supplier database, ensuring vendor due diligence documentation is completed and current;
- Ensure full documentation and filing for all procurement and logistics transactions in line with audit standards.
About you:

- Demonstrated experience applying organizational procurement policies, delegated authority frameworks, ethical procurement standards, and donor compliance requirements across the full procurement cycle (RFQ/RFP, evaluation, award, contracting/POs, delivery, and close-out);
- Proven capability to coordinate and document competitive sourcing processes, including drafting solicitation documents, managing bid communications, supporting bid openings, preparing evaluation summaries, and ensuring transparent and defensible award decisions;
- Experience supporting contract administration and vendor management, including service-level expectations, delivery terms, performance follow-up, and contract/PO tracking (e.g., ceilings, expiry dates, amendments, and completion);
- Demonstrated experience coordinating logistics activities such as transport arrangements, dispatch planning, delivery follow-up, and maintenance of delivery documentation (GRNs, waybills, proof of delivery), ensuring traceability and compliance with internal controls;
- Strong track record maintaining complete procurement files and logistics documentation to meet internal and external audit standards, including ability to respond promptly to audit queries and implement corrective actions;
- Experience supporting humanitarian operations and/or emergency procurement is a strong advantage, including working with urgent timelines, constrained markets, and rapidly changing priorities while maintaining compliance.
