The volunteer will support the procurement team by drafting, reviewing, and preparing ToRs and technical specifications for equipment and vehicles. This contribution will ensure that procurement processes are well-structured, competitive, and aligned with technical, operational, and donor requirements. The volunteer is required to: 1) Review project needs and identify technical requirements for planned procurement of equipment and vehicles. 2) Draft detailed ToRs/technical specifications, including scope, functional requirements, quality standards, delivery timelines, and after-sales service/warranty requirements. 3) Liaise with technical staff and end-users to validate specifications. 4) Align documents with applicable procurement rules, templates, and international standards. 5) Submit finalized drafts of ToRs/technical specifications to the procurement officer/manager for further action.

UNDP is planning to procure essential equipment and vehicles to strengthen research and operational capacity of state institutions and deliver on project objectives. To ensure transparency, efficiency, and compliance with organizational and donor procurement standards, it is necessary to develop clear and comprehensive Terms of Reference (ToR)/technical specifications that will guide the procurement process.
