The purpose of this position is to ensure management of NRC Ukraine’s North Area procurement operations in compliance with NRC’s procurement policies, relevant national and international procedures, donor rules and regulations and coordination of supervised procurement team. The Procurement Coordinator will contribute to supporting a culture of accountability and high performance in the Area.

Role and responsibilities

Generic responsibilities

  • Implement NRC’s procurement systems and procedures at area level
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Prepare and submit procurement reports and analysis
  • Ensure proper filing of all procurement documents
  • Support budget holders in procedures and require procurement team trainings
  • Management of procurement team
  • Provide anti-corruption, transparency, and cost efficiency focus for all processes.

Specific responsibilities

  • Lead on the recruitment, induction, and performance management of the Procurement Team. Provide support to the Field Office Logistics Team Leader.
  • Manage, mentor and build capacity of the Procurement Team to effectively accomplish the procurement for different core competencies and thresholds.
  • Lead in the organisation of the Procurement Team at the Area and Field Office(s) to ensure adequate segregation of functions in procurement activities.
  • Ensure all procurement staff are trained in their content to ensure comprehension and compliance.
  • Support budget holders in the development of Project Procurement plans (PPP). Consolidate PPP into annual procurement plans for the Area, analysing and identifying efficiencies where applicable.
  • Participate in area-level Progress Review Meetings and update procurement plans.
  • Analyse and recommend the establishment of Framework Agreements (FWA) at area-level.
  • Support conducting regular market surveys to identify suitable and reliable vendors and service providers.
  • Manage the prequalification of vendors and service providers and ensure all purchases meeting thresholds for use of prequalified vendors and services providers are adhered to.
  • Oversee the management and maintenance of the vendors' databases and ensure vetting and regular performance assessment of the suppliers according to NRC procedures.
  • Provide oversight of all procurement processes to ensure compliance to NRC policies, handbooks, guidelines donor requirements, NRC Ukraine thresholds, verification and approvals.
  • Support in the preparation of RFQs, Tenders and BID analysis for complex purchases. Lead on the formulation of bid committees at area-level.
  • Lead on the procurement process for high value tenders (above USD 100,000) and prepare package of documents for High Value Tender Committee (HVTC)
  • Ensure tender processes are completed accurately and efficiently to meet project implementation deadlines. Lead on regular communication with programme teams and sharing updated trackers and procurement reports.
  • Manage waivers at area-level.
  • Ensure all procurement documentation is filed appropriately (online and originals) according to NRC’s Securing Supporting Documentation (SSD) procedures and area-level SharePoint practices.
  • Provide training to programme teams and support staff on NRC procurement policies, procedures, and donor requirements to ensure comprehensive knowledge, understanding and compliance.
  • Contribute and provide information to assist in the development of procurement-related tools, procedures, and templates.
  • Perform other duties assigned by Line Manager.

  • Tertiary degree in Logistics, Procurement, or relevant field.
  • Minimum 2 years of experience in procurement and/or contracts management, preferably within humanitarian context.
  • Knowledge and experience of NRC procurement processes and systems (preferred)
  • Knowledge and experience of international supply chain operations.
  • Documented results related to the position’s responsibilities.
  • Competent in use of Microsoft Office suite.
  • Good English level [written & spoken].
