Overview

Strengthen governance and operational efficiency of UNJSPF procurement activities.

You have:

  • Master's degree or equivalent in business administration, management, economics or related field.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of fifteen years of United Nations system procurement and management expertise is required.
  • Experience in reviewing or reforming procurement processes, practices, structure and staff activities in the United Nations or a similar large multi-cultural international organization is required.
  • Fluency in English is required.
  • Knowledge of French is desirable.
  • Knowledge of another official United Nations language is an advantage.

Duties and Responsibilities The consultant will undertake and deliver the following:

1. Conduct a review, make actionable recommendations and complete activities to address audit observations pertaining to procurement activities in United Nations Joint Staff Pension Fund (UNJSPF)-Pension Administration (PA). 2. Review and assess the procurement workload and activities of the PA and Procurement Division staff funded by UNJSPF and recommend the ideal procurement structure, reporting lines, authority, processes, and staffing. 3. Undertake meetings with senior UNJSPF staff and those involved at the multiple levels of the procurement process (including the Office of Internal Oversight Services, the Department of Operational Support /Procurement Division, and others) to identify and assess gaps in service delivery, support, expertise and the needs of PA. 4. Propose a framework for an updated general procedure on direct procurement in exceptional circumstances as approved by the Pension Board and General Assembly in 1996. 5. Brief and present to the UNJSPF-PA Senior Management Team (SMT) the recommendations and proposals and make adjustments based on feedback. 6. Provide weekly feedback, and regularly consult with those overseeing the project.

Qualifications/special skills Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of fifteen years of United Nations system procurement and management expertise is required. Experience in reviewing or reforming procurement processes, practices, structure and staff activities in the United Nations or a similar large multi-cultural international organization is required.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Additional Information The United Nations Joint Staff Pension Fund (UNJSPF or Fund) is an interagency body established by General Assembly resolution 248 (III) (1948) as a subsidiary organ of the General Assembly in accordance with Article 22 of the United Nations Charter. The UNJSPF was established to provide retirement, disability, and related benefits for the staff upon cessation of their services with the United Nations and other international organizations admitted to membership in the Fund.

Reporting

The consultant will report to the Deputy Chief Executive Pension Administration and the Chief (Director) Information Management Systems Services, who will both oversee the project. The UNJSPF Business Transformation and Risk ManagementUnits will assist and support the consultant
