This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

This UNV assignment is part of The United Nations Recovery and Peacebuilding Programme (UN RPP).

The UN RPP has addressed priority needs in the east of Ukraine arising since the outbreak of the armed conflict in spring 2014. The Programme supports the economic recovery of war-torn communities, further accelerating the decentralization and health-care reforms in these regions and strengthening community security and social cohesion in target communities. After the large-scale Russian invasion began on 24 February 2022, the Programme expanded its activities to the most war-affected oblasts of Ukraine, located primarily in the east and south of Ukraine.

Based on previous experience and to support the strengthened resilience and early recovery of war-affected communities in the selected target areas of Ukraine, UNDP and the European Union, a long-term partner (including for UNDP’s programme in the east), have in parallel launched the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project, which will ensure a multiplier effect by further expanding key interventions mentioned above.

UNDP Ukraine invites applications from highly qualified, motivated and experienced Ukrainian professionals for the post of the Procurement Clerk.

Within the delegated authority and under the supervision of RPP Field Operations Manager or his/her designated mandated representative(s), the Procurement Clerk will: 1. Provide technical support to procurement and operational activities:
- Support the procurement processes including preparation of the draft versions of Terms of References (ToR), technical specifications, memos, other supporting documentation for Request For Quotations (RFQ) /Invitation To Bids (ITB)/Request For Proposals (RFP)/Individual Consultants (IC) engagements after comments of RPP Procurement Unit specialists, consolidate received quotations, bids or proposals and supporting documents for evaluation. - Drafting of solicitation documents and preparing negotiations at ERP “Quantum”. - Participate in the analysis of tender documents for procurement of goods and services connected with Programme needs, draft evaluation minutes/reports and contracts. - Contribute to the procurement process to ensure that it is fair, competitive, transparent, ethical and provides best value for money as well as the procurement action is in accordance with UN rules and regulations, procedures and instructions. 2. Assist with managing urgent procurement documentation with respect to the administrative work, communications, workflow, and filing of all documents related to procurement. 3. Provide written unofficial translations of documents related to procurement process from/into English/Ukrainian/Russian.

procurement/supply chain, logistics or related areas, on the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel) and advanced knowledge of spreadsheet and database packages, experience in handling web-based management systems. Knowledge of public procurement principles would be desirable.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves.

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Entitlements of National UN Volunteer Specialist:

Monthly Volunteer Living Allowance (VLA):  • USD 1534 - Kyiv • USD 1268 - Dnipro, Lviv, Mukachevo, Odesa VLA (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSc applies hardship classification to duty stations in Ukraine as “E”.

• USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
