Contract

OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

Summary of Assigned duties

  1. Prioritize the purchasing activities as well as the optimum quality of the good purchased with procurement officer and follow up the administrative purchasing (comply with procedures stated in WHO e-Manual).
  2. Ensure the supply administration and database operations are implemented according to the procedures, rules and guidelines.
  3. Participate in creating & updating the project orders planning together with the OSL Operations team and the OSL Supply Team Lead.
  4. Under the coordination of the Supply Manager and/or the OSL Manager, maintain Supply Chain monitoring tool for items in assigned portfolio from planning till reaching the country. This is done in liaison with GPL/KL, OSL/HQ and PSS/EMRO.
  5. In acute emergency events, act as a coordination focal point between WCO, Dubai Hub, Regional Logistics Support and Procurement (PSS) and Operations Support and Logistics (OSL) HQ to ensure the adequate sourcing and streamlining of supply chain requirements and to avoid duplicated orders before procurement actions are finalized.
  6. Suggest the proper procurement methods, requirements, and potential suppliers. Initiate correspondence to verify data, answer queries, alert supervisor of any gaps in the transactions, and recommend solutions.
  7. Contribute with technical input, when needed, to the development of Standard Operating Procedures related to procurement and supply chain management.
  8. Prepare and review supplier's performance for OSL Manager's approval, and update suppliers' database on regular basis.
  9. Provide guidance to Programme Assistants of WHE units when needed on the proper contractual modalities and the required approval/clearances. Provide technical support on the preparation of solicitation documents (RFPs, EOIs and RFIs), evaluation of bids, preparation for clearance process and for the contractual documents.
  10. Create, Process and finalize purchase orders (POs) and contracts, using GSM, for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure accuracy of PO; timely process of requests and delivery of goods and services. Make amendments when required, provide justification and upload supporting documents in ECM
  11. Monitor the compliance with procurement policies and processes related to OCR workplans, advising on the tender processes, contractual matters, contracts management and administration related to procurement of services.
  12. Provide on the Job training to procurement teams in emergency countries as needed to enhance the capacity building of procurement staff.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education, supplemented by training in procurement/logistics. Desirable: University degree in business administration, procurement and supply chain management or a related field is an asset.

Experience

Essential: At least eight years' progressive experience in procurement. Good experience in the practical application of price/costs analysis techniques and processes. Desirable: Relevant experience in the UN system.

  • Excellent knowledge and experience of procurement procedures of WHO or other UN system organization is an asset.

  • Knowledge of ERP/Oracle applications in procurement is an asset.

REMUNERATION

Remuneration comprises an annual base salary starting at EGP 60,5486 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
