ORGANIZATIONAL CONTEXT

The incumbent for the position will be based at WFP Country Office, reporting to the Procurement Officer. The incumbent will be responsible for providing overall operation and reporting support to the procurement and logistics functions.

JOB PURPOSE

The Procurement Associate will provide operational coordination, and administrative activities of procurement and logistics projects and functions, following standard processes and contributing to the effective delivery of food, goods, and services.

KEY ACCOUNTABILITIES (not all-inclusive)

Procurement Functions:

  • Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services for (food, none-food, and construction services).
  • Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
  • Review, record and prioritise purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.
  • Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP
  • Launch different modalities of tenders (RFQ, ITB and RFP), evaluate offers/proposals, prepare Purchase Orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
  • Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
  • Research, collect and analyse data in order to produce reports to enable informed decision-making by Procurement Officers and consistency of information presented to stakeholders such as MPO assurance statement process.
  • Manage updates and further develop databases and records, to ensure information is accurate, organized, and available for others to access, and supports reporting requirements and active contribution for creation of a cooperative, collective and respectful work and healthy environment.
  • Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Supporting new procurement staff, sharing past experiences, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Validating the ongoing contract/LTAs status for the extension process

Logistics Functions

  • Conduct oversight mission to assess the suppliers’ preparedness and performance, in terms of warehousing, transportation, repacking, documentation and staffing.
  • Contribute on CBT operation: Follow up with CBT contractor the outlets and commodities status before the distribution cycle, conduct a monthly market assessment for the food items, and conduct the monthly reconciliation of the CBT distribution.
  • In coordination with the Head of Supply Chain, prepare, monitor, and revise Supply Chain budget/Food Transfer Cost for In-Kind Commodities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  • Preform other related duties as required.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

Education: Desirable, bachelor’s degree in Supply Chain, Procurement, Logistics, Business Management or other related functional area. A minimum, Diploma or post-secondary certificate in similar functional areas. Experience: As minimum of six (6) years of work experience in relevant similar areas. Languages: Fluency in English and Arabic required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Demonstrated familiarity with locally purchased commodities/goods/services (e.g., cash based, in-kind donations).
  • Experience conducting supplier research and coordinating with retailers, wholesalers and traders.
  • Demonstrated knowledge of procurement processes and linkages with logistics operations.
