The World Food Programme Country Office in Madagascar is seeking for talented candidates to apply for Senior Procurement Associate position SC-7 based in Antananarivo

CONTEXT

Under the supervision of the Head of Procurement, the procurement associate will be responsible for driving WFP’s efforts towards Common Procurement Services under the Business Operations Strategy. The objective is to improve business operations through elimination of duplication of processes, leveraging common buying positions of the UN and exploiting economies of scale. The position will further analyze internal procurement with view of continuous performance improvement, reduced lead time and cost saving.

DUTIES AND RESPONSABILITIES (not exhaustive)

The incumbent will carry out the following objectives and tasks:

  1. Common UN Services
  • Identify and implement investments and projects for improving business operations through Common Procurement Services
  • Conduct a needs and opportunities analysis for further common procurement services solutions and harmonization of operations.
  • Based on the analysis build business case for promising opportunities identifying investment and resource requirements and cost savings target.
  • Ensure buy-in and approval of projects through the OMT procurement sub-group. Implement approved projects and follow-through.
  1. Continuous Improvement of WFP Procurement Processes (focus non-food items)
  • Analysis of internal Procurement performance, tracking Key Performance Indicators, and reporting on the status of Purchase Requests and Purchase Orders
  • Analyze purchase requests and timing of recurring purchases with view to rationalize purchases through the annual procurement plan and establishing Long Term agreement with suppliers
  • Identify opportunities for lead time and cost savings and/or service level improvements.
  • Digitalize tracking reports and KPIs to be shared with the team and management
  • Develop and implement the strategy for vendor management (process and tools) to improve vendor performances
  • Assist in procurement of food, goods and services and projects
  • Assist in in procurement of food, goods and services in periods of peak demand.
  • Participate as procurement specialist in cross-functional projects.
  • Other relevant procurement duties as specified by supervisor

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

  • Secondary school diploma, preferably in engineering, supply chain, economics, business management or other relevant field

REQUIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least 7 years progressively responsible professional experience in procurement in the private (FMCG, Retail, Food sector) or public sector, ideally previous experience in Procurement
  • Project management experience
  • Analytic mindset and at ease with the use of data analysis softwares
  • Negotiation skills
  • The candidate brings a customer-centric mindset, attention to details with speed of execution
