You have:

  • Bachelor's degree or equivalent in Procurement, Logistics, Supply Chain Management, Management, Law, Economics, Business Administration or another related field.
  • 3 years of progressively responsible, practical and support experience in procurement, including administration services, program or another related field.
  • Fluency in French with working knowledge of English is required.
  • General knowledge of UN procurement policies, rules, regulations and procedures, administrative policies are nice to have.
  • A previous experience working with humanitarian sector is a nice to have.

Organisational context

In Cameroon, the WFP Cameroon Country Strategic Plan [CSP] (2018 – 2021) endeavours to ensure that targeted food-insecure and vulnerable populations benefit from more sustainable and inclusive food systems and increased resilience to shocks to meet their food and nutrition needs. Under this CSP, WFP will design and implement interventions to address food and nutrition security challenges, from production through to consumption.

In line with the CSP, WFP will apply its vast comparative advantages including experiences in delivery of food assistance to hundreds of thousands of the most vulnerable in timely, innovative, cost effective and sustainable ways, its deep field presence, logistics and supply chain, partnerships and relationships with national and regional authorities to; a) strengthen national systems and capacities to deliver food and nutrition security; b) contribute to greater efficiency in crisis response interventions; c) ensure access to nutritious food rather than provision while building the national capacities and systems for social protection, emergency preparedness and response and government-led programmes and services; and d) increase resilience by focusing on food systems rather than access to food, through development of integrated solutions that can be scaled up by Government and the private sector.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the direct supervision of a Country office Procurement Officer, you will:

  • Provide operational coordination and administrative services, to support procurement projects and activities, following standard processes and contributing to the effective procurement of goods and services.
  • Identify and recommend potential suppliers and compile data/documents to support the selection of suppliers, ensuring standard processes are followed.
  • Review, record and prioritise purchasing requests, and provide support to requisitioners, in order to support the procurement of appropriate goods and services, at lowest cost to WFP.
  • Contribute to negotiations with new suppliers on terms and conditions of orders, alongside a senior officer, in order to obtain the best terms and lowest costs for WFP.
  • Prepare purchase orders, contracts and any supporting documentation for approval by the appropriate stakeholder, and approve purchases within delegated authority, to enable the swift purchase of goods and services.
  • Resolve issues related to delivered goods, using initiative, liaising with all parties and following standard processes, to ensure timely and accurate resolution of problems.
  • Research, collect and analyse data in order to produce reports to enable informed decision-making by Procurement Officers, and consistency of information presented to stakeholders.
  • Manage updates and further develop databases and records, to ensure information is accurate, organised, and available for others to access, and supports reporting requirements.
  • Maintain relationships with internal counterparts, to support the alignment of procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Supervise the work of support staff, providing practical advice and guidance, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to support WFP to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

Qualifications and Key requirements

Education: Bachelor's degree or equivalent in Procurement, Logistics, Supply Chain Management, Management, Law, Economics, Business Administration or another related field.

Experience: 3 years of progressively responsible, practical and support experience in procurement, including administration services, program or another related field.

A previous experience working with humanitarian sector is a nice to have.

Knowledge & Skills:

  • Proficient in the use of office equipment and computer software packages such as Microsoft Word.
  • General knowledge of UN procurement policies, rules, regulations and procedures, administrative policies are nice to have.
  • Ability to identify and resolve operational problems with substantial independence.
  • Ability to handle a large volume of work systematically, effectively and accurately.
  • Ability to train other staff regarding relevant work responsibilities.
  • Ability to work in a team environment and coordinate assignments to achieve common goals.
  • Ability to deal patiently and tactfully with people of different national and cultural backgrounds.
  • Ability to work with accuracy under time constraints and pressure.

Languages: Fluency in French with working knowledge of English is required.
