Since 24 February 2022, the ongoing war in Ukraine has already resulted in significant loss of life, devastating destruction of infrastructure and unprecedented displacement internally and towards neighboring countries.

A recent new wave of attacks on Ukraine’s energy infrastructure has left millions of people in all regions of the country without electricity, adding to the already grave energy crisis faced by millions of Ukrainians. The emergency power outages – which come on top to the ongoing scheduled cuts – also affect access to water and heating, at a time when temperatures are below zero in many parts of the country in winter. Such unprecedented complex and multidimensional crisis challenges that Ukraine is facing underscore the importance of delivering programming that prioritizes immediate assistance, alongside efforts to ensure human security and protect development gains. To this end, UNDP has developed a multi-component crisis recovery and resilience programme.

UNDP has been implementing the Emergency Grant Project for Debris Removal and Mine Action and a multi-component crisis recovery and resilience programme with financial support from the Government of Japan through its Japan Supplementary Budget (JSB). The Government of Japan is the largest donor partner for UNDP Ukraine in 2023 and has been playing a global leading role for crisis response and recovery for Ukraine as the G7 Presidency and non-permanent member of UN Security Council. To maintain and expand strategic partnership with Japan, it is critical to closely engage with the Japanese government, JICA, parliamentarians, the private sector and other stakeholders based in Japan and identify, develop, and expand strategic and financial partnerships with Japan in response to ever-increasing recovery needs in Ukraine.

The Procurement Associate will be responsible for the overall support of procurement activities within UNDP “Promotion of human security in Ukraine through responding to the multidimensional crisis caused by the war” project and other related outputs within Energy and Environment portfolio, performing a variety of standard procurement services ensuring high quality and accuracy of work.

Under the direct supervision of Mine Action & Debris Removal Programme Manager and the overall guidance of Energy and Environment Portfolio Team Lead the Procurement Associate will be responsible for procurement issues. S/he will ensure administration, transparent and efficient provision of procurement services and processes for the Project.

  • Contribute to project staff in preparation of the Procurement Plan based on the Annual Work Plans and its timely and regularly updating according to the project activities;
  • Maintain global procurement platform and other corporate procurement systems;
  • Provide support to the Project team with procurement processes
  • Contribute to development and update of the rosters of suppliers;
  • Facilitate supportive information and document flows;
  • Verify Terms of Reference (TOR)/technical specifications/Statement of Work (SOW) according to UNDP regulations, required evaluation criteria and scoring;
  • Support the secretary of the tender procurement processes of the project in contribute to preparation of the documents needed for procurement process
  • Implement contract management, timely follow-up on the purchase orders fulfilment, communicate with suppliers and resolve issues which may arise along the supply process;
  • Work in a close liaison with the responsible person or be responsible for ensuring timely verification and receipt of shipping documents, goods receipt, clearance, facilitating quality control and distribution;
  • Liaise as necessary with the stakeholders of procurement processes which may include but not be limited to, international and national suppliers, service providers, external bodies and end users as needed along the procurement and supply process;
  • Contribute in preparing and presenting reports on the project procurement;
  • Monitor the transportation of products purchased under the project;
  • Review logistics documentation ensuring that all necessary documents are properly prepared;
  • Ensure timely distribution of shipping documents and related documents to local service providers;
  • Ensure timely delivery and proper transfer of products to the recipients;
  • Maintain adequate filing and documentary evidence of all procurement and contract management processes as required by UNDP policies and procedures;
  • Ensure that all project’s needs are met through the timely provision of appropriate supplies and other logistical support to all areas of operation;
  • Assist in problem solving, bottlenecks prevention, risk analysis of the procurement processes within the Project;
  • Provide inputs to the project reports;
  • Provide trainings on procurement related processes to the project staff, if needed.;
  • Perform other duties as may be required by UNDP management.

• Knowledge of public procurement principles is an asset. • Training and/or certification in procurement and supply chain management is a strong asset. • Familiarity and experience with ERP systems would be an asset.

As it is a national UN Volunteer's assignment, the UN volunteer shall organize his/her accommodation by themselves.

Entitlements of National UN Volunteer Specialist - VLA Step 1

The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity, and satisfactory performance. However, there is no expectation of renewal of the assignment. This is a full-time contract.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) USD 1534 (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period. • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
