BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The escalation of the conflict which began on 7 October in Gaza, resulted in the disruption of electricity, food, water, and fuel supplies, as well as restricted access to and movement within Gaza. This has caused a significant worsening of the humanitarian crisis and a large-scale displacement of the population within Gaza. Due to the magnitude of the humanitarian crisis, the significant impact on the supply chain and the access challenges to and inside Gaza, humanitarian organizations face significant logistics challenges for the delivery of relief supplies and life-saving cargo. WFP has established supply chain corridors and delivery mechanisms to deliver food assistance into Gaza, including Egypt corridor. WFP is establishing required staffing structure to best support the operational needs and to deliver assistance into Gaza through all possible means.

To implement well-defined standard procurement processes and activities to enable effective delivery of goods and services for all delivery modalities.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Help the Procurement Team coordinate the work under the supervision of the Procurement Officer, related to food procurement processes, e.g. drafting tenders, NFRs, consolidating related documentation…
  2. Provide effective tracking of payments and management after reception of invoices, collate all related documents for invoice matching.
  3. New food vendors documentation consolidation, update of current food vendors’ database, linking procurement food vendors database with FSQ vendors assessments. Organize according to progress regularly VMC to vet, amend vendors. Help in organizing with vendors FSQ’s audit visits. Follow up on vendors vetting driven by US standard vetting form.
  4. Draft Purchase Order Food Service (POFS) and related documentation, based on existing valid Long-Term Agreements (LTAs) with Inspection Companies.
  5. Support in drafting tenders using e-Tendering platform In-Tend.
  6. Lead and update digital filing, following the standard filing system adopted by Procurement Unit.
  7. Circulate all documentation that require further clearance and submission to the Procurement Authority

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Bachelor's degree in a related field. A post-graduate degree is desired but not mandatory.

    Experience Knowledge & Skills:

  • Minimum 5 years’ experience preferably in supply chain, procurement, administration, or related fields.

    • Has worked on procurement activities.
    • Experience conducting analyses and developing reports.
    • Experience working with suppliers or other third party on day-to-day basis.

    Languages****:

  • Fluency in English and Arabic is required.
