The Procurement Assistant will report to the Education Officer (UNICEF) and EiE Focal Points (NDoE) for supervision and guidance. The Procurement Assistant will provide operational support for the supply and logistical chains related to the COVID-19 emergency response. This includes planning for procurement, facilitating approvals, contracting of works, as well as monitoring of supplies, services and related works. The Procurement Assistant will ensure smooth communication between NDoE EiE Technical Working Committee, the Education Cluster and UNICEF Education Team to meet programmatic needs. The Procurement assistant will be located at the General Education Services Division at the Department of Education, Waigani.

Scope of Work:

  1. Procurement support for emergency response
  • Monitor and review Funding Authorization and Certification of Expenditures (FACE) forms, Itemized Cost Estimate (ICE) forms and Statement of Expenditure (SoE)s to ensure NDoE/UNICEF procurement requirements relating to the Emergency Education Response and Recovery Plan (EERRP) are fulfilled.
  • Maintain oversight and facilitate EERRP program related travel plans and logistics.
  • Monitor progress of procurement and take action to ensure timely delivery of supplies to support program implementation.
  • Maintain appropriate inventory management in support of the Covid-19 programme implementation.
  • Keep NDoE/UNICEF/stakeholders/partners informed on procurement progress.
  • Record expenditure and update UNICEF Programme Assistant and NDoE EiE Technical Working Committee (TWC).

  • Compiles lists of local sources of procurement, contacts local vendors for price quotations, prepares summary of bids including information on price and conditions of offer.

  • Maintain up-to-date vendor lists.
  • Monitors budgets and financial expenditures of respective NDoE divisions, ensuring compliance with Financial Management Act, keeping supervisors informed and advised on actions for decision/follow up.
  • Establishes and maintains the office filing and reference systems
  1. Collaboration with programme and implementing partners
  • Prepare supply and procurement documentation to inform reporting.
  • Support and monitoring of supply components under Harmonized Approach to Cash Transfers (HACT).
  • Participate in events/meetings that build partnerships and collaborative relations between all stakeholders.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to supply chain, business administration, contract/commercial law, or another relevant technical field
  • A minimum of 6 years of relevant administrative experience in supply chain management or a commercial context is required. Understanding of development and humanitarian work is an advantage.
  • Experience using MS Word and Excel.
  • Experience in applying supply chain processes and ability to consistently apply relevant policies, procedures and good practices in the daily work. Good judgement in order to handle complex cases.
  • Ability to develop and maintain effective working relationships with clients, suppliers and colleagues and gain the assistance and cooperation of others in a team endeavor
  • Ability to establish priorities and plan his/her own work and plan, coordinate and monitor the work of those under his/her supervision
