Org. Setting and Reporting The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Regional Programmes Division is responsible for consolidating and enhancing the linkages between UN Habitat's activities in the field with the Strategic Plan, the 2030 Agenda, and the UN-Habitat’s overall future priorities and to make sure that they are appropriate to the country context.

UN-Habitat’s Regional Office for Asia and the Pacific manages UN-Habitat’s project portfolio in the Asia and Pacific region. It ensures that country priorities are in alignment with the UN-Habitat’s organizational policies and strategic objectives and brings through its Regional Representative to the attention of the Executive Management Committee (EMC) opportunities and challenges in the region, allowing for timely feedback and responses to urgent demands and requests from the Member States.

The Afghanistan Programme is a strategic partner of the Government of the Islamic Republic of Afghanistan in promoting sustainable urban development. Since 1992, UN-Habitat has worked closely with the government, municipal and local authorities, especially Afghan communities, contributing to the physical and social reconstruction of the country. Our work has focused on assisting the government in the development of urban policies and regulations; strategic urban planning; increasing municipal revenue; establishing community-based organizations; addressing the land and housing needs of IDPs and returnees and contributing to the provision of basic urban services.

The position is located with the Regional Office for Asia and the Pacific of the Regional Programmes Division and based in Kabul, Afghanistan. The position reports to the Programme Management Officer.

Within delegated authority and depending on location, the Procurement Assistant will be responsible for the following duties:

Responsibilities •Provides procurement, logistical and administrative support to the Procurement Officer in the acquisition of a wide variety of goods and services. •Reviews, records and prioritizes purchasing requests and obtains additional information/documentation as required; determines the availability of vendors and funding sources. •Monitors status of existing requisitions, maintain contact with suppliers to ensure timely delivery of goods and services, coordinates shipment of goods/commodities/equipment to HQ and field missions, verifies receipt and inspection of deliverables and accurately reports, as and if required. •Produces tender documents (e.g. Invitations to Bids, Requests for Proposals and Requests for Quotation) based on the nature of requirements and cost of procurement involved. •Prepares abstracts of offers and compile data contained in quotations, proposals and bids to determine which supplier can deliver the required goods/services at the best terms and lowest costs possible under the guidance of Procurement Officer. •Finalizes purchase orders and contracts for approval by the Procurement Officer; may authorize purchases in line with delegated signature authority, and, if required, prepares submission to the Contracts Committee for review and subsequent approval by the authorized official. •Assists relevant officers in more complex, higher value purchasing operations; coordinates distribution of pertinent documents to concerned parties, ensures appropriate follow-up action. •Maintains relevant internal databases and files; keeps track of any contractual agreements, systems contracts and informs affected users of contractual rights and obligations. •Researches, retrieves and presents information from a variety of internal and external sources on sources of supply, vendors by commodity as well as obtain specifications for new products and equipment on the market. •Drafts routine correspondence. •Performs other duties as assigned.

Education A High school diploma or equivalent is required. Supplementary training in procurement, such as Chartered Institute of Purchasing and Supply certification (CIPS) or other equivalent qualification is desirable.

Work Experience A minimum of five years of experience in procurement, administrative services or related area is required. Experience in at least one of the following areas: supply chain management, contract management, contract administration, procurement or logistics support for global service contracts is desirable. Experience in procurement and bidding processes is desirable. Experience in procurement of lease of office space is desirable. Experience in drafting specifications for Request for Proposals and Technical Evaluations required for the procurement process is desirable. Experience in management of vendor registration activities for procurement operations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

NOTE: “fluency equals a rating of “fluent” in all four areas (read, write, speak, understand) and “ Knowledge of” equals a rating of “ confident” in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This post is funded for an initial period of one year and may be subject to extension.
