Water, Sanitation and Education Centre (WSEC) is part of Supply Division (SD) and one of procurement centres leading global contracting and procurement of WASH, Education and Project Support commodities for all UNICEF offices, and SD warehouse hubs focusing on optimizing emergency response and access to affordable and quality assured goods on timely manner.

WASH (Water, Sanitation and Hygiene) unit is responsible for establishing global long term procurement arrangements for respective WASH commodities and supporting country and regional offices with best value for money solutions for WASH programmes and Emergency response.

The role will be providing pro-active independent coordination of contractual support in commercial team, being responsible to end-to-end supply chain transactions and ensure accurate and timely completion of transactions, processing of supply requisitions and providing effective service to country offices and coordinate with suppliers and other units (transport, warehouse) up to the completion and closure of the purchase orders, with focus on emergency response in compliance with procedures and coordination with appropriate parties.

How can you make a difference?

Under the supervision of the Contracts Officer, the Procurement Assistant is responsible for assistance for all procurement activities for WASH products. Providing effective services to country programs and Procurement Services clients, ensuring accurate and timely processing of Requisitions and requests up to the completion and closure of the order, with the overall goal of meeting the needs and requirements of the customers.

  1. Reviews, evaluates, and analyses as necessary the incoming supply requisitions and requests to ensure quality and adequacy of information, specifications, appropriateness of requests, quantities, shipment, delivery dates, and budgets.
  2. Prepares and drafts cost estimate for procurement service transactions. Prepares sales orders, monitor and follows up on progress of sales orders to ensure that commitments entered into are met.
  3. Drafts, prepares, and provides advice as applicable to the international tender invitations. Assists with preparation of Contract Review Committee (CRC) submissions. Assists with and prepares Long Term Agreements and Direct Order Arrangements.
  4. Drafts and prepares Purchase Orders. Pro-actively follows up on placed orders and deliveries with all parties concerned in order to ensure timely and safe delivery of goods. Transmits all relevant information to customer including changes to planned deliveries, to facilitate delivery and customs clearance of shipments. Prepares and provides timely and regular status / monitoring reports to customers.
  5. Updating of databases and management systems for use by Head Quarter, Field Offices or Regional Offices.
  6. Prepares evaluation of suppliers with respect to delivery performance and commercial acceptability. Monitors the status of relevant Key Performance Indicators (KPIs).
  7. Maintains order filing in accordance with UNICEF guidelines.
  8. Provides support to centres/Country offices as applicable during emergencies.
  9. Any other duties or assignments as requested by the supervisor.

Requirements:

  • High school diploma
  • Minimum five years relevant working experience from an administrative function in a commercial working environment.
  • Proficiency in Microsoft Office package, Word, Excel and Power point.
  • Fluency in written and oral English.

Desirables:

  • Additional training in business.
  • Work experience in a procurement function.
  • Experience with procurement of WASH products and/or services for complex projects.
  • Knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish).

Eligibility:
