The Services Contracting Centre (SCC) is part of Supply Division and centralizes the service contracting and procurement of ICT equipment for all UNICEF Head Quarters, and leads the Service Contracting Strategy focusing on optimizing institutional contracting of services globally. In addition, the Service Contracting Centre is responsible for establishing global procurement arrangements for procurement of ICT equipment by UNICEF offices.

The role will be providing effective contracting services to customers, with special focus on procurement of ICT equipment (laptops, tablets, etc) and ICT standard license subscriptions, ensuring accurate and timely finalization of contracts/LTAs, with the overall goal of meeting the needs and requirements of UNICEF offices.

How can you make a difference?

Under the supervision of the Contracts Officer, the Procurement Assistant provides a broad range of transactional, procedural and administrative tasks in support of the efficient procurement of ICT equipment for UNICEF offices, ensuring timely and efficient procurement and delivery.

The incumbent of the position will plan and conduct day to day procurement activities for the Headquarters Divisions and will take on the following key functions, accountabilities and related duties/tasks. The tasks are expected to be carried out with a high level of independence and further performs all procurement activities in compliance with the UNICEF Financial Rules and Regulations, Supply Division Manual and other applicable procurement procedures including:

  1. Reviews and evaluates incoming Purchase requisitions and requests to ensure quality and adequacy of information, requisitions/specifications Statement of Works/Terms of Reference, appropriateness of requests, quantities, delivery dates, material groups and budgets.
  2. Assists the Contracts Manager/Contracts Officer in reviewing and compiling procurement plans received from NY Headquarters Divisions and other requisitioners.
  3. In accordance with UNICEF standard policies and practices, conducts Requests for Expression of Interest to identify potential suppliers; prepares Requests for Quotation, Invitations to Bid, Requests for Proposals; liaise with requisitioners/3rd party inspection companies as appropriate to obtain technical and quality evaluations; Conduct clarifications and negotiations with suppliers. assist in preparation of Award Recommendation Documents (ARDs)/Contracts Review Committee (CRC) submissions; prepare Long Term Arrangements (LTA’s) as required.
  4. In coordination with the relevant budget owner, drafts and issues Purchase Orders (PO’s)/Contracts in VISION for the recommended vendor with detailed scope of work, payment schedule, deliverables and completion time, etc.

Considers use of sustainable procurement criteria for any procurement of goods and services

  1. Monitors the performance of the supplier to ensure delivery is in accordance with the PO/Contract and recommend corrective action as appropriate; ensures timely payment to the supplier and closure of the PO/Contract. Monitor LTA expiration dates and timely renewal of expiring LTAs in accordance with UNICEF Financial & administrative Policy
  2. Provides technical support on procurement activities

- Undertakes market research to identify potential suppliers/contractors, maintains an up-to-date supplier database.

- Collaborates with other UN Agencies and participates in UN procurement working group meetings to see where and how UN can deliver as “one” to get best services and best value for money.

  1. Assists with contract negotiations including terms and conditions for compliance with UNICEF policies.
  2. Maintains Procurement Records and manage information and reporting of assigned goods categories

- Opens, maintains and monitors both manual & electronic procurement files & records; provide purchase information to receiving section

- Extracts procurement related data/information from Vision and analyze and compiles information for sharing with HQ Divisions and Snr. Contracts Manager on various indicators as and when required

  1. Any other duties as may be assigned

Requirements:

  • Completion of Secondary education (high school degree)
  • Minimum five (5) years of supply-related work experience (procurement/contracting, supply, administration)
  • Fluency in English

Desirables:

  • Additional relevant courses in supply chain, business administration or another relevant technical field
  • Familiarity with UNICEF, UN Supply procedures and systems
  • Knowledge of Supply & Procurement
  • Experience using MS Word, Excel, PowerPoint
  • Ability to use supply related modules within SAP (Enterprise Resource Planning) system.
  • Ability to draft clear and concise reports or rationale for supply related decisions on key issues
  • Ability to demonstrate understanding of the relevant supply chain processes and ability to consistently apply relevant policies, procedures and good practices in the daily work
  • Proficiency in another UN language (Arabic, Russian, Chinese, Spanish, French)

NB: EU nationals and applicants in possession of a valid work permit for Spain by the time of applying are eligible to apply.

General Service (GS) staff are personally responsible for any travel and accommodation arrangements and UNICEF will not cover any costs related to relocation.

Note that the selected candidate is responsible for obtaining any required extension of work permit/residency as such an extension cannot be dependent on an employment with UNICEF.
