Contract

OBJECTIVES OF THE PROGRAMME

Working under Outcome 4.3 of GPW13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results),the Department of Procurement and Supply Services (SUP) aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes. The Department has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing, and shipping.

DESCRIPTION OF DUTIES

Assists the Procurement Officer in the implementation of a range of sourcing strategies.

Assists in the preparation and conduct of tender exercises in view of establishing LTAs.

Supports the maintenance of the repository of WHO portfolio of LTAs.

Assists the Procurement Officer in the performance of all contract related activities pertaining to the LTAs.

Supports the maintenance of WHO E-catalogues.

Prepares and distributes invitations for bids and requests for quotation to qualified suppliers.

Reviews offers and provides input on contract awards, in compliance with the WHO standards,policies and procedures.

Works closely with the Global Service Center (GSC), and Regional Offices for enhanced coordination.

Works in other areas of procurement and administration and performs all other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent academic qualification. Desirable: Additional relevant education in procurement and administration.

Experience

Essential: A minimum of eight years of relevant practical experience in procurement and/or administrative work. Desirable: Experience working in WHO or another UN Agency, preferably in the area of procurement. Relevant experience in the use of Oracle-based Enterprise Resource Planning (ERP) system, SAP or other similar systems.

Skills

The incumbent maintains and updates proficiency in the use of modern office technology through in-house courses, on-the-job training or self-training in or sound knowledge of administrative procedures. Proficiency in the use of standard office software such as MS Word, Power Point, Excel, etc. Ideally with training in online work planning and management systems.

Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at HUF 6,843,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
